Results of implementing 2-level local government
Implementing the conclusions and resolutions of the Central Government on the arrangement and reorganization of administrative units at all levels and building a model of organizing local government at both levels; Hung province is determined, focusing on leading and directing all levels, sectors and localities to seriously implement. Up to now, the operation of local government at both levels has achieved many important results, creating a clear change, basically going in a stable direction, in the right direction, in line with aspirations, receiving consensus and support from the people.
After the arrangement of the administrative apparatus of Hung Yen province, it has been basically completed, in which the provincial level has 16 departments, branches and sectors. Departments, branches, administrative organizations, public service units under departments, branches and sectors have 109 administrative organizations; 163 public service units; 12 public service units under the Provincial People's Committee. The commune level has 104 communes, wards and towns; established 47 Project Management Boards and 47 Social Cultural Centers; for public service units in health and education, the status quo remains.
Regarding personnel, the whole province has 3,912 commune-level cadres and civil servants, an average of 37 positions/commune, with a shortage of 557 people compared to the number temporarily assigned by the Provincial People's Committee. The Commune-level Military Command currently has 466 people.
Regarding the operation of the Public Administration Service Center and digital transformation, the province is publicly receiving 2,135 administrative procedures (TTHC). From July 1, 2025 to the end of August 2025, the whole province received 224,318 TTHC, of which 199.626 TTHC were submitted online, reaching 88.99%, ranking 8th nationwide (in August 2025 alone, it reached 95.5%, ranking 10th nationwide).

Striving for double-digit growth
In the 2025-2030 term, the Hung Yen Provincial Party Committee forecasts that the world and regional situation is having many complex and challenging developments. However, the basic achievement and exceeding of the goals and tasks set out in the Resolution of the Provincial Party Congress for the 2020-2025 term has strengthened the confidence of cadres, party members and people in the comprehensive leadership role of the Party and the Provincial Party Committee. The solidarity, unity within the Party Committee and high consensus in the whole society create important strength and motivation for the Provincial Party Committee to firmly and successfully implement the goals in the 2025-2030 term.
On that basis, the province sets a general goal by 2030: Continue to strengthen the building and rectification of the Party Committee and the provincial political system to be clean and strong in all aspects; promote the strength of the great solidarity bloc; improve the leadership capacity and fighting strength of the Party organization and the quality of Party members; Build a dynamic economy and develop quickly and sustainably based on science, technology, innovation, digital transformation; harmonious society; cultural identity is preserved and promoted. By 2035, Hung Yen strives to be a modern industrial province, meeting the criteria of a type I urban area. By 2045, it will be a smart, ecological city directly under the Central Government; have a modern industry in the leading group of the country; become a strong marine economic center of the North; rich in cultural identity.
Specific indicators on economic development: Average growth rate of gross regional domestic product (GRDP) in the period of 2026-2030: 10-11%/year. GRDP per capita by 2030: over 180 million VND. The scale of GRDP by 2030 is about 600,000 billion VND. The ratio of total social investment capital to average GRDP in the period of 2026 - 2030: 47.6%. Total state budget revenue by 2030: About 65,000 billion VND; Ranking of provincial-level competitiveness indices (PCIs), local innovation indices (PIIs), digital transformation indices (DTIs), administrative reform indices (Par Index), people's satisfaction index (SIPAS), public administration and public administration efficiency indices (PAPI) by 2030: in the top 10 provinces and centrally-run cities.
