On the morning of June 26, in Chi Minh commune, Hung Yen Provincial People's Committee held a groundbreaking ceremony for the Nghi Xuyen water regulation project under the Project to comprehensively develop the Bac Hung Hai irrigation system, serving multi-purposes and sustainable environmental protection.
This is a key project of the province in the field of agriculture and rural development in the period 2021-2030, with a total investment of 250 billion VND from the provincial budget, implemented in the period 2026-2028.
The project includes main items such as construction of water regulation culverts from the Cuu An River to the Red River; upstream and downstream canal systems; headwater regulation culverts; reinforcement embankment of the Cuu An River; irrigation canals and garbage barriers at Nghi Xuyen Pumping Station.
When completed, the project will improve drainage capacity, prevent flooding for the Cuu An river basin and industrial zones and clusters in the area; reduce drainage load by driving force, save electricity to operate Nghi Xuyen Pumping Station; wash the internal river system, improve water environment; and at the same time supplement water sources from the Red River for the Bac Hung Hai irrigation system, serving agricultural, industrial, urban and service development.
Speaking at the groundbreaking ceremony, Vice Chairman of the Provincial People's Committee Lai Van Hoan emphasized that the project is of great significance in completing irrigation infrastructure, improving flood prevention and control capacity, ensuring water security and protecting the environment, creating a foundation for socio-economic development of the province.
The Vice Chairman of the Provincial People's Committee requested contractors to mobilize sufficient modern machinery and equipment, arrange experienced personnel, and organize construction to ensure progress and quality to complete and put the project into operation before December 31, 2028.
At the same time, Construction Investment Project Management Board No. 1 is assigned to promote the role of investor, strengthen quality management, progress and investment capital; ensure technical, aesthetic, traffic safety, labor safety and environmental sanitation requirements throughout the construction process.
For the People's Committee of Chi Minh commune, the Vice Chairman of the Provincial People's Committee proposed to continue to focus on site clearance for the remaining area, fully implementing the compensation and support regime for households in accordance with regulations.
Representatives of the construction contractor consortium committed to mobilizing sufficient human resources, equipment and financial resources; complying with the provisions of law on construction investment; organizing scientific construction, ensuring quality, progress, labor safety and environmental sanitation, and closely coordinating with investors and localities to promptly remove arising difficulties and obstacles.
