On August 4, the People's Committee of Hung Yen province held a direct and online conference with 104 communes and wards to assess the socio-economic development situation in July and the first 7 months of 2025, deploy tasks for the last months of the year and give opinions on many important contents.
At the conference, thematic reports affirmed: after the merger, the two-level government apparatus is basically operated smoothly, stably, without interruption of work, especially in areas directly related to people and businesses.
Many outstanding results in budget revenue, investment attraction, and social security
The report of the Department of Finance said that in the first 7 months of 2025, the total state budget revenue of the whole province reached VND 61,607 billion, equal to 111.2% of the annual estimate. Total mobilized capital is estimated at more than 300:00 billion VND, outstanding credit balance is more than 247,850 billion VND, all increased compared to the same period in 2024.
Hung Yen province continues to promote restructuring the agricultural sector, developing specialized production models, linking value chains; maintaining 606 OCOP products and ensuring crop sowing progress.
The investment environment has clearly improved with 213 new investment projects and 193 capital increases, the total newly granted and adjusted capital reached over VND 118,626 billion and USD 1.435 billion. Business registration activities are bustling with 4,313 newly established enterprises, an increase of 65% over the same period.
In terms of culture - society, the 2025 high school graduation exam is organized safely and in accordance with regulations, with a passing rate of 99.62%, ranking 11th in the country in terms of average exam scores. The whole province creates jobs for 35,670 workers, of which 4,940 people work abroad. Nearly 3,000 poor households and policy families were supported to build new and repair houses. Policies for meritorious people, social security, health, culture and sports have been effectively implemented.
In addition, administrative reform and government building continue to be promoted, ensuring a streamlined, effective and efficient political system. National defense and security are maintained, forces proactively deploy peak periods of crime attack, control vehicles and maintain combat readiness.

Repealing the GRDP growth target of 10.5% in 2025
Concluding the conference, Mr. Nguyen Khac Than - Chairman of the Provincial People's Committee praised the efforts of all levels and sectors in maintaining stable operations after the merger, and pointed out some shortcomings such as uneven work progress, some units are still confused in determining functions and tasks; cadres in some places are still passive, waiting, and have not kept up with actual requirements.
The Chairman of the People's Committee of Hung Yen province requested units to focus highly on synchronously, resolutely and effectively implementing socio-economic development goals according to the direction of the Central and Provincial Party Committee. The focus is on removing bottlenecks in attracting investment, production and business; speeding up the progress of public investment projects, especially site clearance, investment procedures, and capital allocation.
The Department of Home Affairs is assigned to complete the regulations on functions and tasks of the units that have been completed before August 15.; promptly arrange the team of commune-level cadres, prioritize the positions of resource - environment, construction, health...
The Chairman of the Provincial People's Committee also emphasized the requirement that each department and branch must have at least one innovation application product, register a list of technology development projects to serve practice; prepare well for the new school year, continue to care for people's health and lives; strengthen administrative discipline, perform public duties effectively and promote the application of information technology, digital transformation in work handling.
