According to the report of the Department of Home Affairs of Hung Yen province, the total number of cadres and civil servants in the government sector of 104 communes and wards after the merger is 3,987 people. Of which, the number of positions assigned according to regulations is 3,328 positions. It is expected that to match the population size and natural area, 890 more commune-level civil servant positions will be increased. The staff streamlining roadmap will be implemented in 5 years, with a total of 231 people.
As of July 1, the province has arranged enough civil servants for the positions of Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the commune level; 184/208 people to take on the positions of deputy heads of the People's Council committees. The professional office system at the commune level has also been completed with 759 people working at the People's Council - People's Committee Office (average 7 people/room), 962 people at the Economic - Infrastructure - Urban Department (average 9 people/room), 854 people at the Culture - Social Department (average 8 people/room).
Regarding the staffing of civil servants (excluding health and education), the province is implementing two models: in the old Hung Yen area, each commune/ward established 1 Project Management Board and 1 Cultural - Social Service Center with 625 civil servants and employees; in the old Thai Binh area, 8 Project Management Boards and 8 Inter-commune Cultural - Sports Centers were established, with a total of 188 civil servants.
For the armed forces, the Provincial Military Command has coordinated with the Department of Home Affairs to propose a plan to strengthen the Commune-level Military Command, including 3 members: Commander, Deputy Commander and Assistant. In the immediate future, priority will be given to arranging qualified Commander civil servants according to current regulations.
According to Vice Chairman of the Provincial People's Committee Pham Van Nghiem, the implementation of the two-level local government model in Hung Yen has achieved remarkable initial results, but there are still many difficulties and inadequacies that need to be resolved soon to make the apparatus operate more effectively.
He requested relevant departments and branches to urgently coordinate, review and issue guidelines for implementing important contents such as: unifying the arrangement of accounts under the Office of the People's Council - People's Committee at the commune level; developing and promulgating a complete and unified set of administrative procedures; ensuring the effective operation of the Commune-level Public Administration Service Center. At the same time, it is necessary to quickly stabilize the operation of grassroots health care, avoiding interruptions in serving people after the merger.
The Provincial People's Committee assigned the Department of Home Affairs to develop a specialized training and fostering plan according to the group of issues, suitable for each job position, to be implemented in July 2025.
