On the occasion of the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), Prime Minister Pham Minh Chinh signed Official Dispatch No. 136/CD-TTg dated August 14, 2025 on organizing the inauguration ceremony and groundbreaking ceremony of projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam.
To prepare for the inauguration ceremony and groundbreaking ceremony of 250 projects and works with a total investment of VND 1,280,000 billion on August 19, the Prime Minister issued telegrams assigning specific tasks to ministries, branches, People's Committees of provinces and cities, corporations, general companies, and related units.
To date, the country has 250 projects and works in 34 provinces and cities that are eligible for construction and inauguration, with a total investment of about 1 million 280 trillion VND. Of which, 89 projects have been inaugurated, 161 projects have started construction.

Hung Yen province has registered 3 projects and works to start construction, including: Provincial General Hospital Project in Thai Binh Medical Center Area; Project to build a road connecting cultural heritage, tourism and economic development along the Red River; Investment project to build a housing area for low-income people in Yen My II Industrial Park.
Regarding the project to build a road connecting cultural heritage, tourism and economic development along the Red River, some sections of the route have been cleared and handed over to the investor, and are carrying out the work of selecting contractors for construction. The provincial leaders requested relevant agencies to complete the approval of the bidding results for the project to start construction on August 19.

For all agricultural land, the province requires completion of site clearance in August 2025, construction of resettlement areas before October 30, and completion of all site clearance before November 15 of the same year.
The route connecting cultural heritage, tourism and economic development along the Red River belongs to Group A, with a total investment of nearly VND9,300 billion, nearly 56 km long, passing through the areas of Van Giang, Khoai Chau, Kim Dong and the old Hung Yen city.

The starting point of the route is at Km0+00, Hung Yen border - Hanoi capital, Xuan Quan commune, old Van Giang, near Ecopark Urban Area; the end point is at Km55+680, the left dike of the Red River, Tan Hung commune, old Hung Yen city.
According to the design, the route includes a main road that meets level 2 plain standards, speed 100 km/h, and a side road that meets level 4 plain standards, speed 60 km/h. On the route, it is expected to build 2 bridges across the irrigation canal at Lien Nghia Pumping Station, Nghi Xuyen Pumping Station and Nghi Xuyen Bridge across the river and irrigation canal.

The current status of the route will run parallel to the left dike of the Red River, then separate and move close to the dike towards the riverbank, with a section of the existing dike being an average of 1-1.1 km away. The construction progress is expected for the period 2024-2026.
When completed, the project is expected to form a regional linkage route, connecting cultural and spiritual heritages along the Red River along the Thang Long - Pho Hien - Tam Chuc - Bai Dinh - Huong Pagoda axis.
Currently, preparations for the groundbreaking ceremony at locations in the province are being urgently deployed by departments, branches, units and localities, ensuring progress, time of plan and general program of the Government.
