The Chairman of the People's Committee of Hung Yen province has just requested departments, branches and localities to drastically implement measures to ensure traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school.
Accordingly, the Provincial Police have increased patrols, control, and strictly handle violations that are direct causes of accidents; prevent illegal racing, disrupt public order; arrange forces to direct traffic in areas with high traffic volume, tourist areas, and school gates. Traffic police and local police focus on handling traffic safety violations around schools, handling the act of handing over vehicles to unqualified people, coordinating to notify the school of violations for education. At the same time, safety inspection at passenger wharves, ferry wharves, and waterway vehicles; step up dissemination of waterway traffic laws to people.
The Department of Transport directs the assurance of road and waterway transport capacity, checking vehicle safety conditions, strictly handling "illegal vehicles, illegal stations", vehicles carrying more people, and increasing ticket prices in violation of regulations. Transport units must develop a plan to serve passengers, increase bus frequency, clearly list ticket prices, and promote electronic ticket sales. At the same time, coordinate with the education sector to control activities of picking up and dropping off students, renovating traffic infrastructure, and handling unsafe "black spots".
The Department of Education and Training will implement the "Traffic Safety Peak Month for students going to school", enhance education on safe traffic skills, and coordinate with parents to sign a commitment not to give their children motorbikes when they are not qualified.
Commune and ward People's Committees will step up propaganda on traffic safety laws, manage school pick-up and drop-off services, handle violations in the locality; review, supplement signs, handle potential accident spots; strengthen coordination between schools, families and authorities. The Chairman of the People's Committee of the commune or ward is fully responsible if a serious accident occurs in the area.
