According to Construction Investment Project Management Board No. 2, in 2025, the unit was assigned by the Provincial People's Committee to manage 61 projects, of which 53 projects are under implementation. The work of urging construction and completing procedures is maintained regularly, basically meeting the schedule. As of November 17, the unit has disbursed 55% of the 2025 public investment capital plan after adjustment.
The projects are generally guaranteed by the Board of Investors. For the Ninh Binh - Hai Phong expressway project (section through Nam Dinh, Thai Binh) under the PPP (CT.08) method, the design documents have been completed; large bridge packages and road packages are under construction; site clearance work has disbursed 280 billion VND.
The road project from Thai Binh ward to Hung Ha commune, connecting with Pho Hien ward, is currently constructing a bridge over Tra Ly river, treating the roadbed, and has disbursed nearly 24 billion VND. The road connecting Thai Binh city to Nghin bridge under the form of public investment is implementing 6 roadbed construction phases, disbursing more than 150 billion VND.
The project of axis routes connecting functional areas in the Provincial Economic Zone has reached about 70% of the volume, with 1,750 billion VND disbursed. The Thai Binh General Hospital project at Tran Lam Ward Medical Center has disbursed nearly 70 billion VND and is on schedule.
In the coming time, the Construction Investment Project Management Board No. 2 said that it will closely coordinate with localities, contractors, and related units to complete the target of disbursing 100% of capital in 2025, contributing to promoting the progress of key infrastructure projects. The unit proposed that the Provincial People's Committee propose to the Government to allow the extension of the central capital disbursement period for the Ninh Binh - Hai Phong expressway project until the end of 2026.
Chairman of Hung Yen Provincial People's Committee Pham Quang Ngoc has requested the Board to clearly identify the role, functions, and tasks; assign specific responsibilities to each cadre, and assign responsibility to each project. At the same time, review the ability to absorb maximum capital from now until the end of 2025; focus on removing difficulties, supporting contractors to work overtime, increase teams, arrange human resources and means to speed up the volume and disbursement value; coordinate with ministries, branches and localities to resolve problems in material supply.
The Chairman of the People's Committee of Hung Yen province also requested urban development management according to the overall plan, assigning the Department of Construction to make detailed plans for the two urban areas of Thai Binh and Hung Yen; supplementing the plan for the merged communes; orienting the development of commercial - service urban areas, healthcare, and education on both sides of the Tra Ly river.
Previously, the leaders of the Provincial People's Committee inspected many projects in the old Thai Binh city such as Tan Binh and Tien Phong Urban Areas; Kien Giang Urban Areas; Thai Binh General Hospital; the planned area of Thai Binh University of Medicine and Pharmacy.
