On November 25, Mr. Pham Quang Ngoc - Chairman of the Provincial People's Committee chaired a working session with the Department of Agriculture and Environment to evaluate the results of task implementation and focus on the coming time.
According to the report, agricultural growth in recent times has continued to remain stable. Total agricultural, forestry and fishery products in the first 9 months increased by 2.62%, estimated at 4.44% for the whole year, contributing 0.35 percentage points to overall growth. The proportion of agriculture accounts for 12.66% of the economic structure. The whole province has planted 193,526 hectares of rice, of which high-quality varieties reached 54.71%. The area of the Winter crop is 40,500 hectares, and about 15,500 hectares of vegetables have been harvested.
In land management, from July 1 to present, the Department has appraised and submitted 64 documents with an area of 701.64 hectares; issued 270 certificates; advised on the development of a Land Price List applicable from January 1, 2026. The 9-day campaign to enrich and clean land data achieved positive results: cleaning information of 840,348 certificates, entering data for 843,265 plots of land, synchronizing 2,213,530 plots to the National Database.
Management of water resources, minerals, and the environment has made progress but still has many limitations such as violations of dykes and irrigation; Waste treatment capacity only meets about 24% of the total amount of 450 tons/day and night; many irrigation works are degraded; handling land and environmental petitions is still difficult.

Regarding key tasks, the Department focuses on completing programs and projects on agricultural restructuring, digital transformation, environmental protection, and the 2026 Land Price List; directing the production of the Winter-Spring crop; controlling livestock diseases; combating IUU fishing; maintaining disaster prevention; handling violations of dykes and irrigation; accelerating site clearance; perfecting compensation and resettlement policies; tightening environmental control, especially domestic waste and craft village pollution.
Concluding, Mr. Pham Quang Ngoc emphasized the characteristics of the multi-sector, multi-field management industry; required research on restructuring the apparatus, arranging appropriate staff; increased training to improve the quality of work handling. He suggested paying attention to developing plant varieties, promoting the strengths of native varieties; developing sustainable livestock farming in association with the environment; advising on the development of high-tech agriculture, green agriculture and a multi-value model.
Regarding irrigation and natural disaster prevention and control, it is required to develop a project to develop the overall irrigation system, upgrade dykes; improve the civil defense command board; study the planning of water reservoirs to serve industrial parks, clusters and agricultural drainage.
For the environment and land, provincial leaders requested solutions to completely handle domestic waste, pollution in craft villages and industrial clusters; build a clean water supply system for rural areas according to the zoning zone; complete the 2026 Land Price List; remove obstacles to compensation and site clearance; complete the Land Database to ensure "correct - sufficient - clean - alive" and advise on the final handling of land violations in the area.
