At the meeting, the Provincial People's Committee submitted to the People's Council of Hung Yen province reports, submissions and draft resolutions related to public investment plans and policies to support the development of science, technology, innovation and digital transformation in the province until 2030.
Specifically, the contents include: Report and draft Resolution on receiving the medium-term public investment plan for the period 2021 - 2025, the 2025 plan and the capital plan for 2024 extending to 2025 of the old Hung Yen and Thai Binh provinces; Report and draft Resolution on adjusting the medium-term public investment plan and district-level capital plan to the provincial and commune-level plan after the merger; and Report on policies for developing science - technology, innovation, digital transformation.
The above contents have been reviewed and reported by the Economic - Budget Committee of the Provincial People's Council. The delegates of the Provincial People's Council voted unanimously to approve and affirmed that these are resolutions of important significance, ensuring continuity and unity in public investment management, contributing to promoting sustainable socio-economic development.
Also at the meeting, the Provincial People's Council carried out personnel work under its authority. The delegates attending the meeting voted unanimously to remove 6 delegates from the duties of a delegate of the Provincial People's Council, term XVII, 2021 - 2026 due to retirement or work changes.

Speaking at the closing session, Mr. Tran Quoc Van - Chairman of the Provincial People's Council requested the Provincial People's Committee, departments, branches and localities to promptly and synchronously and effectively implement the passed resolutions. In particular, focusing on prioritizing public investment; reviewing and rearranging the project portfolio in priority order; focusing resources on key projects with spillover effects such as traffic infrastructure, industrial park - cluster infrastructure, urgent civil works.
Regarding science, technology, innovation and digital transformation, the Chairman of the People's Council of Hung Yen province requested the Provincial People's Committee to quickly concretize it into a feasible action plan, focusing on supporting technology transfer, promoting start-ups and innovation; accompanying businesses, especially small and medium-sized enterprises, in the digital transformation process to improve productivity, quality and competitiveness.
Regarding the key tasks in the last months of 2025, the Chairman of the Provincial People's Council requested the whole province to focus highly and resolutely in disbursing public investment capital; strive to complete socio-economic development targets, especially growth and budget revenue. At the same time, urgently complete the adjustment of provincial planning and urban planning after the merger; improve the investment environment; remove difficulties for businesses; pay attention to the fields of culture, education, health, social security; maintain national defense - security and social order and safety.
