Hung Yen Provincial People's Committee has just requested departments, branches, and localities to strengthen inspection, prevent and strictly handle illegal wharf and yard activities, violations of the law on dikes and disaster prevention and control in the area.
According to Hung Yen Provincial People's Committee, Hung Yen currently has 18 main dike routes, including 8 river dike routes, 6 estuary dike routes and 4 sea dike routes, with a total length of 430.3 km, belonging to 63 communes and wards. The whole province currently has 388 berths for gathering, transshipment, and trading sand, materials, and construction materials along the river.
According to the Provincial People's Committee, recently in some localities, there is still a situation of unlicensed or improperly operating wharves and yards. Some organizations and individuals arbitrarily build houses for guarding, warehouses for tools, piles for loading and unloading goods, building silos... showing signs of violating dike regulations.
Some wharves and yards gather materials with large volumes, causing obstruction and narrowing flood drainage space. Vehicles carrying overloaded materials circulating on dikes affect dike works and traffic safety; wharf and yard operations generate dust and noise, causing environmental pollution and potential safety risks in disaster prevention and control.
The Provincial People's Committee said that it has issued many documents directing handling, but in some communes, wards and related units, the handling is not strict and not thorough. Many violations related to land, dykes, disaster prevention and control and irrigation still exist for a long time.
People's Committees of communes and wards with dikes are requested to urgently review, inspect, and thoroughly handle all violations in the gathering, transshipment, transportation, and trading of construction materials. Localities must review and liquidate land lease contracts of commune-level People's Committees for use as wharves and yards that are not in accordance with regulations.
The violator is required to voluntarily dismantle, clear, and restore the original state. In case of non-compliance, the locality must develop a plan and organize coercion and clearance according to its authority, order, and legal procedures; not to let situations of avoidance, delay, or shirking responsibility occur.
Chairmen of Commune and Ward People's Committees must directly direct, inspect and be responsible for the management and handling of violations according to the motto "early detection, immediate prevention, thorough handling".
Localities must report the handling results to the Department of Agriculture and Environment before August 31, 2026, clearly stating each case, content of violations, measures and handling results; cases that have not been handled must state the causes and responsibilities of relevant organizations and individuals.
The Provincial Police are requested to strengthen coordination with localities to inspect and handle wharves and construction sites showing signs of violations; patrol, control and strictly handle oversized and overloaded vehicles circulating on dyke routes.
The Department of Agriculture and Environment, the Department of Construction, the Provincial Inspectorate and related units are assigned to strengthen inspection, urging, and handling violations according to their functions and tasks, and promptly advise the Provincial People's Committee on solutions to handle backlog and prolonged cases.
The Provincial People's Committee requests agencies, units, and localities to seriously implement, not to let new violations arise, and ensure dike safety and disaster prevention and control in the area.
