Accordingly, the Department of Construction banned people and vehicles from traveling through the island from Ang Soi intersection to Cat Ba National Park intersection. To ensure vehicles can travel to the center of Cat Ba, the Department divides the two-way traffic flow on provincial routes 356 and 356B from km 34+750 (3 Hien Hao intersection) to km 45+230 (3 Ang Soi intersection).
The People's Committee of Cat Hai Special Zone presides over directing forces to install prohibition signs and remote traffic diversion signs. At the same time, the authorities were assigned to be on duty and regulate traffic flow to ensure traffic safety on the above route, to be completed on August 31.
During the temporary traffic diversion period, the driver of the vehicle obeyed the orders of the authorities at the scene and the road signal system.
Previously, at around 9:30 a.m. in the Da Lat area, Km16 of the Gia Luan - Ben Beo island route, Cat Hai special zone, a landslide occurred, with rocks falling onto the road with a volume of about 200 m3. At the time of the incident, because this was a road with few people passing through (due to the main route being the coastal route), there were no casualties or property damage, and there were no traffic congestion in the area in recent days.
After the incident, the People's Committee of Cat Hai Special Zone proactively mobilized human resources and equipment to organize the incident, clear the road, ensure safety and environmental hygiene. During the implementation process, the People's Committee of Cat Hai Special Zone has temporarily suspended traffic activities on the Gia Luan - Ben Beo route through Hai Son village; arranged forces to close traffic lane division points, guide tourists to travel through the coastal route, ensuring no congestion during the holiday.
On August 31, Vice Chairman of the City People's Committee Tran Van Quan inspected the landslide area. Through inspection, the Vice Chairman of the City People's Committee assessed that the handling of the Cat Hai Special Zone People's Committee only temporarily ensured hygiene and clearance of the road surface in the landslide area, had not specifically assessed and had not taken any handling measures to put traffic activities at the road clearance into normal operation. At the scene, there is still a risk of landslides on the embankment in the area at Da Lat Concrete, posing a potential risk to traffic safety for people and vehicles.
In the face of the above situation, the City People's Committee requested the Cat Hai Special Zone to preside over the Department of Construction and the Department of Agriculture and Environment to urgently handle the above area with appropriate measures and funding from the City Natural Disaster Prevention Fund, striving to bring traffic activities on the above route back to normal before September 3.
At the same time, organize propaganda information so that people and tourists know about traffic diversion to handle incidents, avoiding traffic congestion in the area, especially during the September 2 holiday. The locality continues to monitor developments in the surrounding area, promptly detect arising incidents; arrange warning forces and guide traffic in the area.
The Department of Construction urgently coordinated with Cat Hai Special Zone to organize an emergency handling of the landslide area to ensure immediate safety. Along with that, organize traffic diversion early and remotely to ensure traffic safety and avoid congestion; urgently invite consulting units to specifically assess the cause, propose a plan to completely handle the incident.
