According to the plan announced by the Khanh Hoa Provincial People's Committee to deploy the "Quang Trung Campaign" synchronously, speeding up the task of supporting the construction of new houses and repairing houses for households affected by the recent floods. Ensure that no household is left without a place to live or worship to celebrate Tet, strive to complete the repair and construction of the house before January 15, 2026.
According to statistics from the Department of Agriculture and Environment, the whole province has 298 households with houses that are severely damaged and need to be repaired, and 89 households with collapsed and drifted houses that have to be rebuilt or resettled. The damage was mainly concentrated in mountainous areas and areas with a large number of ethnic minorities.
Implementing the Prime Minister's Official Dispatch No. 234/CD-TTg, the People's Committee of Khanh Hoa province has issued a Plan to implement the "Quang Trung Campaign" with the goal of helping people stabilize their lives in time and celebrate the Lunar New Year.
The Provincial People's Committee requires the implementation of the campaign according to the "6 clear" principle: clear people, clear work, clear time, clear responsibilities, clear products and clear authority.
For mountainous communes such as Khanh Son, Tay Khanh Son, Khanh Vinh, Bac Ai..., the People's Committees at the commune level directly preside over the organization of construction and repair of houses for people.
The remaining areas will implement two forms of direct financial support for households to repair severely damaged houses; sign contracts with contractors to rebuild in cases of houses collapsing or completely drifting.
For households that have received compensation and site clearance costs from projects, the People's Committees at the commune level shall base on the criteria in Decision 2192/QD-UBND dated November 23, 2025 and the actual living conditions of households in the affected area to consider and decide on support.
However, the reconstruction of new houses was not carried out on the site of the cleared land.
All new construction works will simultaneously start from December 4, 2025.
The Provincial Military Command and the Provincial Police are assigned to mobilize forces to participate in building houses for disadvantaged households, especially in remote areas.
The implementation funding source is mainly from socialization, in which Vingroup plays an important role in financial and material support.
Khanh Hoa Department of Construction has also popularised models of flood and storm prevention houses, ensuring "3 hard" standards, with a minimum area of 30m2, lifespan of over 20 years.
Localities are required to flexibly apply designs suitable to actual conditions, respecting the customs and aspirations of the people.
