Khanh Hoa province has just held a meeting with departments, branches and localities to review the progress of transferring health stations to commune-level People's Committees for management, and at the same time remove difficulties and obstacles.
According to the Khanh Hoa Department of Health, the transfer is implemented according to Decision No. 2741/QD-UBND dated December 27, 2025, transferring the original state of health stations, regional general clinics and all functions, tasks and personnel in the fields of preventive medicine, population, and food safety to the commune level.
To date, most localities have issued decisions to establish health stations. Some places have initially consolidated personnel: 9 stations have appointed directors and deputy directors; 12 stations have assigned powers to be in charge; 1 station is implementing the appointment process. However, only 4 stations have submitted dossiers to apply for licenses to operate medical examination and treatment.
Although the progress is basically guaranteed, the implementation process still has obstacles. Notably, 32 health stations do not have accounting personnel, causing difficulties in financial management.
In addition, the promulgation of regulations on functions, tasks, organizational structure and operating regulations in some places is still slow, mainly because public employees do not meet the appointment standards and must be assigned temporary responsibility.
Regarding finance, many stations have not completed procedures to open accounts, register tax codes, and seals, affecting the progress of signing health insurance medical examination and treatment contracts in 2026.
At the meeting, localities proposed to soon have specific guidance on the regime of position allowances for health station management officials after transfer.
Standing Vice Chairman of Khanh Hoa Provincial People's Committee Nguyen Long Bien requested localities to urgently review and consolidate personnel, especially the positions of directors and deputy directors, to ensure that health stations operate stably from April 1.
At the same time, it is necessary to proactively develop plans for training and recruiting human resources, especially for accounting and information technology positions.
The Department of Health is assigned to preside over and coordinate with relevant units to ensure the progress of transfer; continue to provide professional support after handover to maintain medical examination and treatment and epidemic prevention activities without interruption.
Regarding the reorganization of the health system, regional health centers are completing a project to convert them into general hospitals directly under the Department of Health.
Specifically, 3 regional health centers in Nha Trang, Cam Ranh and Phan Rang - Thap Cham are developing plans for dissolution and handling of personnel and assets according to regulations.
