Expanding the policy of ordering human resource training
In the new development stage, human resources become a decisive factor in the competitiveness and growth quality of the locality. Khanh Hoa is facing a great opportunity when it is identified as a growth engine of the South Central Coast - Central Highlands region, towards the goal of becoming a centrally-run city.
To realize this goal, in addition to infrastructure, large projects and special mechanisms, the province needs to prepare high-quality human resources to operate a new development ecosystem.
Mr. Nguyen Thanh Ha - Vice Chairman of Khanh Hoa Provincial People's Committee - said that the locality clearly recognizes that in the context of increasingly strong competition between localities, the advantages in resources or geographical location will gradually narrow.
At that time, the quality of human resources will be a new "backing point" for competitiveness. A locality can attract investment with incentives, but to retain investors and develop sustainably, the decisive factor is still people.
To solve the labor shortage situation, many short-term solutions are being implemented by localities, including: Strengthening labor supply and demand connections; organizing job exchanges, attracting labor from neighboring provinces; improving the quality of vocational education.
The province also pays special attention to strengthening links between schools and businesses. This is the most effective way to shorten the gap between training and practice.
Dr. Quach Hoai Nam - Rector of Nha Trang University - informed that in 2022, Minh Phu Seafood Group - Vietnam's leading shrimp exporter - signed a cooperation agreement to order training with the school for 4 programs including: Aquaculture, Seafood Processing Technology, Biotechnology and Smart Seafood Mechanics, with a total budget of about 60 billion VND in a 5-year period. Next, in 2025, Hai Vuong Group continued to order the School to train in Seafood Processing Technology with a scale of 30 students per course for 3 years, with a total budget of about 3 billion VND.
In addition, the school is also implementing the Vietnam - Japan Information Technology Program in the direction of closely linking with businesses and the international labor market.
Through the implementation process, the initial ordered training model has shown many positive effects. First of all, this model helps increase the attractiveness of enrollment for engineering, technology and aquaculture majors of the school.
Building an industrial ecosystem
Khanh Hoa is entering a development phase with industries with high technology and knowledge content such as high-tech industry, logistics, marine economy, renewable energy, LNG, digital transformation, smart cities...
These are all fields that require high-quality human resources, with professional skills, technological thinking and quick adaptability.
According to Mr. Nguyen Thanh Ha, the province determines that human resource development is not a separate task of the labor or education sector, but a comprehensive development strategy of the entire political system; it is a prerequisite for Khanh Hoa to break through in the coming period.
The province is implementing many synchronous solutions, with the consistent view that it is necessary to create a good enough development ecosystem so that workers have the opportunity to develop their careers, increase income and be attached to the locality for a long time" - Mr. Ha emphasized.
First of all, Khanh Hoa is focusing on strong investment in strategic infrastructure. The North-South Expressway system, deep-water seaport, Cam Ranh International Airport, logistics infrastructure, industrial parks and new urban areas are gradually forming a modern development space, creating a foundation to attract high-quality human resources. Another important factor is the synchronous development of the ecosystem around the industrial park.
With 1 economic zone, 7 industrial parks, 9 industrial clusters, Khanh Hoa is currently calling for the construction of social housing, worker housing, and at the same time planning the construction of schools, hospitals, commercial centers, services...
