Khanh Hoa lacks professional human resources in finance, land, and construction

Khanh Hoa - After 1 year of operating the 2-level government model, the locality is basically stable, but there is still a shortage of human resources in some specialized fields.

On May 26, information from the Khanh Hoa Provincial Party Committee said that the locality had a preliminary report on 1 year of operating the apparatus of the political system and local government at 2 levels.

For state administrative agencies, Khanh Hoa province has completed the arrangement and consolidation of the organizational structure of 13/13 specialized agencies under the Provincial People's Committee and 1 other administrative organization directly under the Provincial People's Committee.

After arrangement, the whole province will have 14 administrative organizations directly under the Provincial People's Committee, a reduction of 14 organizations; 93 professional departments and equivalents, a reduction of 51 departments; 11 sub-departments, a reduction of 7 sub-departments.

At the commune level, 64/65 communes and wards have completed the consolidation of the organizational structure for 128 committees under the People's Council, 192 professional departments and 64 Public Administrative Service Centers. Truong Sa special zone is implemented according to a specific model.

To date, the whole province still has 983 public non-business units, including 841 units under commune level, 10 units directly under the Provincial People's Committee and 132 units directly under departments and branches; a decrease of 118 units compared to before the arrangement.

The province has also completed the establishment of 64 Commune-level Public Service and Career Centers; 64 commune-level health stations; 32 project management boards, gradually improving the efficiency of public service provision.

According to the Khanh Hoa Provincial Party Committee, after arrangement, the operations of agencies and units are basically stable and smooth; functions and tasks are more clearly defined, reducing overlap, and improving the efficiency of coordination between sectors and levels.

However, the initial operation process still faces some difficulties such as increased workload, shortage of human resources in some specialized fields, especially information technology, finance - land, and construction.

For non-specialized commune-level personnel, after arrangement, 2,189 cases submitted resignation applications, of which 2,049 cases have been resolved for benefits according to regulations.

Currently, there are 838 cases temporarily assigned to work until May 30, 2026.

Regarding the arrangement of public assets, the Provincial People's Committee has organized a comprehensive review of the current status of working headquarters, land and housing facilities, public assets and equipment to ensure effective use.

Through review, the province has arranged 13 housing and land facilities for agencies and non-business units under the Party bloc.

At the same time, 2,175 housing and land facilities are arranged for the Vietnam Fatherland Front Committee of the province, departments, agencies, branches and commune-level agencies to serve the activities of the political system and local authorities at 2 levels.

After the review and arrangement process, the whole province still has 344 redundant houses and land facilities, of which 269 facilities are under local management and 75 facilities are transferred by the Central Government to local management.

Up to now, the province has initially handled 133 establishments assigned to public service units for management and exploitation; 72 establishments are arranged as working headquarters; 27 establishments have converted functions into cultural houses and community activity locations; 70 establishments have liquidated assets on land for auction of land use rights according to regulations.

According to the Khanh Hoa Provincial Party Committee, the arrangement and handling of public assets are basically carried out in accordance with regulations, gradually promoting the effectiveness of using public houses and land.

However, the locality still faces difficulties because some houses and land facilities are degraded, located scattered, and difficult to exploit effectively...
