On September 12, the People's Committee of Khanh Hoa province announced that it had just issued a plan to implement the National Comprehensive Strategy for Prevention and response to Non-Traditional threats to National Security (ANPTT) until 2030, with a vision to 2045.
The plan aims to thoroughly grasp and concretize the Party's viewpoints and policies, while synchronously implementing the State's policies and laws in preventing and responding to security risks.
The consistent spirit is "early prevention, remote, from the grassroots", eliminating possible causes and conditions that threaten and develop ANPTT.
Khanh Hoa identifies the motto of "three proactiveness" (psie, people, means) and "four on-site" (command, force, materials - means, logistics) to be well implemented, promoting all social resources, linking prevention work with the goal of rapid and sustainable economic development.
Khanh Hoa Provincial People's Committee assigned the Provincial Police to be the standing agency, presiding over and coordinating with departments, branches and localities to complete mechanisms and policies, build reserve forces, be ready to respond to security and order situations, ensure national security and social order and safety.
At the same time, the Provincial Police will study and grasp the plots and tricks of hostile forces that take advantage of natural disasters and incidents to sabotage; share information, support propaganda work, raise awareness among the people.
In addition, Khanh Hoa will develop response scenarios in many areas such as: cyber security, transnational crime, terrorism, multi-crisis... to guide sectors and localities to proactively specify in accordance with reality.
The movement of the entire people to protect national security, self-management models, and shocks of the people, businesses, religious organizations, ethnic communities, etc. continue to be promoted to create comprehensive strength in preventing and responding to security and order.
To effectively implement, the plan identifies 5 groups of tasks and key solutions:
Build an operating mechanism, perfect legal policies on prevention and response to ANPTT.
Improve forecasting, state management and risk control capacity.
Mobilize the strength of the entire population, socialize, and take advantage of all resources for prevention and response work.
Increase information, communication, training, and drills on situation handling scenarios.
Expand international cooperation in preventing and responding to ANPTT threats.
The implementation of the plan is expected to help Khanh Hoa proactively ensure security and order, while contributing to maintaining stability to serve sustainable socio-economic development.
