On September 4, the Office of the Khanh Hoa Provincial People's Committee announced that Provincial Chairman Tran Quoc Nam has just signed a document directing departments, branches, sectors, vertical agencies and localities to accelerate the implementation of science, technology development tasks, innovation, digital transformation and Project 06 in the last 6 months of 2025.
The province requires focusing on reviewing, cutting and simplifying administrative procedures (AP) according to Resolution 66/NQ-CP.
The goal is to reduce at least 30% of the time for handling administrative procedures, 30% of compliance costs, 30% of business conditions, and at the same time ensure that 100% of procedures are carried out regardless of administrative boundaries within the provincial level.
The Provincial People's Committee also assigned to advise on the policy of "0 VND" fee for online administrative procedures. At the same time, rectify and end the situation of " document brokers" at public administrative service centers.
One of the highlights is the use of integrated data on the VNeID application to replace documents in the TTHC, only issuing documents when citizens have a request.
The results of the settlement will be paid directly on the application, starting from October 2025, the province will cut all fees related to printing and issuing paper copies.
In particular, from September 2025, Khanh Hoa will pilot the connection of electronic prescriptions from hospitals to pharmacies and synchronize on VNeID, then officially deploy from October 2025.
Along with that, the province requires speeding up the completion of specialized databases, especially slow-moving land data.
The unification and connection of data must ensure the principle of "correct - enough - clean - live - connect smoothly".
The province assigned to inspect and evaluate the entire information system of Party and State agencies; deploy cyber security monitoring 24/7; organize drills and incident response at least twice a year. The potential problems and power shortages must be handled before September 15, 2025.
Khanh Hoa also cooperates with telecommunications enterprises to expand coverage of 4G/5G, satellite Internet to serve remote, border and island areas. At the same time, instruct units to comply with regulations on personal data and information security.
The Department of Home Affairs is assigned to develop a mechanism to attract talent, pilot the recruitment of specialized experts in digital, data, and artificial intelligence (AI) for state agencies. At the same time, implement civil servant assessment according to KPI.
During the peak score month (September 1 - October 31, 2025), the whole province will mobilize mass organizations and volunteer students to support people in installing VNeID, integrating documents, and submitting documents online, especially in disadvantaged areas.
