The Ministry of Foreign Affairs said that on the afternoon of September 3, at the end of a series of intense bilateral contacts with leaders of countries on the occasion of attending the 80th Anniversary of the Naxitized Victory of the World People and working in China, Politburo member and President Luong Cuong had a meeting with Russian President Vladimir Putin.
At the meeting, President Luong Cuong expressed his pleasure at meeting the Russian President for the first time as President, expressing the gratitude of the leaders of the Party, State and people of Vietnam to President Putin and the Russian people for their good wishes and the sending of the honor guard of the Russian army to attend the parade and parade to celebrate Vietnam's 80th anniversary on September 2.
President Luong Cuong affirmed that Vietnam attaches great importance to its relationship with Russia, always cares about and supports Russia in stable and strong development, promotes its active and constructive role in the region and the world, and is ready to promote cooperation between Russia and ASEAN; believes that under the leadership of President Putin, the Russian people will continue to achieve greater achievements.
To further promote bilateral relations, President Luong Cuong affirmed that Vietnam welcomes Russian enterprises to seek new directions in the fields of investment in industrial parks, cooperation in pharmaceutical production, information technology, digital technology, etc. in Vietnam.
For his part, President Putin expressed his pleasure at meeting President Luong Cuong in the context of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations; affirmed that Russia attaches great importance to the traditional friendship and multifaceted cooperation with Vietnam; and conveyed congratulations to the Party, State and People of Vietnam on the occasion of the 80th anniversary of the National Day on September 2.

Sharing the joy of Vietnam's important achievements after 80 years of building and developing the country, the Russian President believes that Vietnam will continue to move towards greater victories, actively contributing to peace, cooperation and development in the region and the world.
The two leaders agreed to strengthen good political and diplomatic relations; effectively implement the agreements reached during President Putin's state visit to Vietnam in June 2024 and General Secretary To Lam's official visit to Russia in May 2025.
The two sides emphasized the determination to enhance economic - trade cooperation, invest in accordance with the good political relations and potential of each country; further open the market for each other's exports; promote oil and gas cooperation, energy, support joint ventures Vietsovpetro and rusvietpetro, speed up negotiations on cooperation agreements in the field of nuclear power.
At the same time, the two sides also agreed to strengthen cooperation in the fields of defense - security, military cooperation, marine science research, cybersecurity, satellite Internet control, promoting cooperation in the fields of health, education - training, people-to-people exchanges, transportation, tourism, etc., while continuing to strengthen coordination and mutual support at important international and regional forums, especially the United Nations and ASEAN.
