On January 13, Hai Phong City Police said: In October 2024, the Energy, Natural Resources and Environment Security Team - Economic Security Department, Hai Phong City Police discovered that the Toan Thang War Invalids Business Household, headquartered at 842 Pham Van Dong Street, Group 5, Hoa Nghia Ward, Duong Kinh District, the owner of the household is Mr. Bui Van Toan (born in 1958), whose business line is collecting non-toxic waste and recycling scrap, committed administrative violations during the course of its operations.
During the process of collecting, assembling and processing plastic scrap, this business household did not have environmental procedures and records according to legal regulations, showing signs of administrative violations in the environmental field.
After reporting the incident to the City Police leaders, the Energy, Natural Resources and Environment Security Team - Economic Security Department coordinated with the Department of Natural Resources and Environment of Duong Kinh District to work directly with the business owner, verifying the acts with signs of violations.
By November 14, 2024, the Economic Security Department had reported the results of the verification of the case to the City Police leaders, proposing to transfer the case file to the Department of Natural Resources and Environment of Duong Kinh district for consideration and handling according to legal regulations.
Based on the results of coordination work and case files and documents transferred by the Economic Security Department, on November 22, 2024, the Department of Natural Resources and Environment of Duong Kinh District advised the District People's Committee to issue Decision No. 3506 to administratively sanction Mr. Bui Van Toan, owner of Toan Thang War Invalids Business Household, for operating without an environmental license in a case under the licensing authority of the District People's Committee. The total fine is 32.5 million VND.
After being instructed and informed of the law by the authorities, Mr. Bui Van Toan has completed the above administrative penalty decision.
