On the morning of March 29, Da Nang City People's Committee organized a launching ceremony to implement the work of ensuring sidewalk order, environmental sanitation and urban aesthetics.
Speaking at the ceremony, Mr. Le Quang Nam - Vice Chairman of Da Nang City People's Committee - emphasized: "Organizing today's launching ceremony is not only an urban management task but also a practical activity to celebrate liberation day, showing the determination to build Da Nang to become more and more civilized, worthy of the expectations of previous generations.
According to Mr. Le Quang Nam, Plan 109/KH-UBND sets a consistent goal of creating clear changes in the urban appearance, striving for 100% of communes and wards to ensure sidewalk order and a clean and beautiful environment. The city identifies 3 main pillars of change: Awareness, action and management methods (promoting the application of digital technology and data from the Intelligent Operations Center - IOC).
To prevent the plan from falling into the situation of "hitting the drum and dropping the stick", city leaders requested all levels and sectors to implement according to the "6 clear" motto: Clear people, clear tasks, clear time, clear responsibilities, clear products and clear authority.

Mr. Nguyen Ha Nam - Director of Da Nang Department of Construction - committed to closely coordinate with functional forces to restore discipline. Specifically, the implementation roadmap is divided into 3 drastic phases: Phase 1 (until March 31), focusing on propaganda and mobilizing people to voluntarily dismantle obstacles, arrange sidewalks and deploy lines to demarcate the scope of use. Phase 2 (until April 30), general inspection, mobilizing maximum forces to thoroughly handle violations of encroachment on roads, sidewalks, "makeshift markets", "temporary markets". Phase 3 (Maintain regularly), patrol, inspect and prevent re-violations, especially the application of "cold fines" through images.
According to the Da Nang City Department of Construction, in sidewalk areas under 4m, the city requires arranging at least 1.5m specifically for pedestrians next to people's houses. The remaining part is only considered for temporary use for motorbike parking. For sidewalks over 6m, the area for motorbikes can be up to 3.5m but must ensure ventilation and no obstacles.
The Director of the Department of Construction also said that he will strengthen the renovation of the green tree system, remove illegal billboards on power poles, traffic light poles and rearrange waste collection points appropriately, without causing environmental pollution.

The city also encourages people to actively detect and denounce violations of urban order through technology applications such as Hotline 1022 or local government social networking sites.
Immediately after the launching ceremony, functional forces including the City Police, Urban Order and representatives of mass organizations simultaneously deployed to the streets, guiding people to arrange goods and vehicles, returning space to the sidewalks of Da Nang.
