At the same time, the city requires promoting propaganda, dissemination, education of laws, fire prevention and fighting and search and rescue skills to the community; overcoming the situation of subjectivity, neglect, and taking lightly the regulations on fire prevention and fighting safety, especially at key projects and important targets.
The Hanoi People's Committee also requires departments, branches, sectors, People's Committees of communes and wards to strictly and decisively handle violations and lack of responsibility that lead to serious consequences; ensure fire safety, protect people's lives and property.
Departments and branches are responsible for developing and implementing plans to implement the Law on Fire Prevention and Rescue and guiding documents for implementation, ensuring compliance with the actual situation in the locality. In particular, it is necessary to focus on coordination between departments and specialized offices in the transition period; at the same time, guide people and businesses to carry out administrative procedures, ensuring smoothness.
Hanoi City Police are assigned to improve the effectiveness and efficiency of state management of fire prevention and fighting and search and rescue according to the motto "pre-assurance inspection, regular post-inspection"; propose decentralization and delegation of authority to each level in state management; promote reform, reduce administrative procedures, facilitate people and businesses; strictly manage activities related to fire prevention and fighting and strictly handle violations, preventing loosess in management.
In addition, Hanoi City Police will expand international cooperation, share experiences, transfer advanced technology; move towards research, production, and master of fire prevention and fighting and rescue equipment and equipment. When fires, explosions, accidents, or major or complicated incidents occur in the area, the Chairman of the Commune People's Committee must be present at the scene to direct, organize, and participate in fire fighting and rescue from the beginning, promoting the "4 on-site" motto.
