The Ho Chi Minh City Department of Construction has just sent a document to the Ho Chi Minh City Department of Agriculture and Environment, Ho Chi Minh City Police, vehicle registration agencies and affiliated departments and units on the implementation of emission inspection of motorbikes and motorcycles participating in road traffic.
Previously, the Ministry of Agriculture and Environment issued Circular No. 92/2025 regulating national technical regulations on emissions from motorbikes and motorcycles participating in road traffic. This Circular will officially take effect from June 30, 2026.
To meet the emission testing needs in the coming time, the Ho Chi Minh City Department of Construction requests registration agencies to urgently review and rearrange the entire existing site, and at the same time consider arranging areas with appropriate areas to organize testing and issue emission testing certificates for motorbikes and motorcycles.
Vehicle registration facilities are also required to proactively coordinate with equipment suppliers to review, inspect, and adjust vehicle inspection tools and equipment, ensuring full technical requirements as prescribed in the National Technical Regulation on Vehicle Registration Facilities. The inspection and standardization of measuring equipment must strictly comply with the provisions of law on measurement.
Regarding emission measurement equipment serving the inspection of motorbikes and motorcycles, the Ho Chi Minh City Department of Construction emphasized the requirement to have inspection management software, and at the same time arrange separate areas to serve this activity.
In addition, the Ho Chi Minh City Department of Construction encourages registration facilities to develop investment plans, purchase vehicles, and fully equip necessary measuring tools and equipment to serve the emission inspection of motorcycles and motorbikes outside the registration facility, according to regulations in QCVN 103:2024/BGTVT.
Units are also requested to urgently contact the Vietnam Register to be guided and provided with information about appropriate emission measurement equipment that meets technical requirements, is compatible with the emission testing software program and related technical configurations, in order to ensure that testing is implemented in accordance with current regulations.
According to the Ho Chi Minh City Department of Construction, after merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City is currently managing more than 11.3 million motorbikes.

According to Circular 92/2025, cars manufactured before July 1, 2026 will apply old emission levels (levels 1, 2, 3), while newly manufactured cars from July 1, 2026 onwards must comply with stricter emission standards (level 4).
