On the morning of July 7, 2026, in Khanh Hoa, the State Audit Office of Vietnam (SAV) organized a seminar: "Price assessment associated with land management and use - Current situation and solutions". This is the second seminar in a series of 3 seminars organized by the SAV in Hanoi, Khanh Hoa and Ho Chi Minh City areas.
Speaking at the opening of the seminar, Deputy State Auditor General Bui Quoc Dung emphasized that land is a special resource of the nation, a basic production material, a development space and one of the most valuable public assets. Efficient management, exploitation and use of land resources has direct significance for economic growth, infrastructure development, social stability, ensuring social security and consolidating the trust of people and businesses in the effectiveness and efficiency of state management.
According to Mr. Bui Quoc Dung, from July 1, 2026, many new regulations will be implemented synchronously in practice, including the determination of land prices adjusted to suit each type and each locality. This is a major change not only for state management agencies but also for localities and businesses. In that context, many localities are facing new questions, new situations and solving new problems in the process of organization and implementation.
“We exchange to answer each specific question, together seek unity in awareness, share practical experiences. More importantly, contribute to building a more stable, transparent and feasible legal environment in land management work” - Deputy State Auditor General Bui Quoc Dung shared.

Deputy State Auditor General said that for the Central and Central Highlands regions, today's seminar theme is of practical significance. This is an area with rapid development in transportation infrastructure, urban areas, tourism, marine economy and coastal economic zones. At the same time, it is also a location for the implementation of many large-scale investment projects with assistance. Therefore, the determination of land prices, determination of obligations, finance on land and land valuation are increasingly important, directly impacting the investment environment and the efficiency of state management.
At the seminar, representatives of localities such as Gia Lai and Khanh Hoa pointed out difficulties and recommendations.

From the audit practice and the difficulties and obstacles in the process of organization and implementation in localities, SAV Region VIII believes that in order for the work of determining land prices for calculating land use fees and land rents to increasingly ensure quality, meet state management requirements and be consistent with the development reality of the real estate market, it is necessary to continue to pay attention to a number of orientations such as: completing the legal system and professional guidance on determining land prices; building and completing a database to serve land price determination work; improving the quality of coordination between agencies and consulting organizations; and at the same time promoting the role of SAV in perfecting mechanisms and policies.
Previously, on July 2, at the seminar: "Price appraisal associated with land management and use - Current situation and solutions" held in Hanoi area, State Auditor General Nguyen Huu Nghia said that SAV is assigned a very heavy task, which is to carry out the audit of determining land prices in backlog, problems, and prolonged projects according to Resolution No. 170/2024/QH15 and Resolution No. 29/2026/QH16 of the National Assembly.
In the past 3 years, SAV has conducted 10 audits on determining land prices in 6 provinces and cities. The audits have discovered many problems, violations and shortcomings in determining land prices.
State Auditor General Nguyen Huu Nghia assessed that determining land prices has always been a complex and multi-dimensional issue. We have constantly innovated from the 1993 Land Law, then in 2003, 2013 to 2024. However, on the journey to find a mechanism to determine land prices in accordance with market principles, to date, we still have many issues that need to be further improved.
Therefore, State Auditor General Nguyen Huu Nghia affirmed that the seminar is extremely meaningful for policy-making agencies, policy-implementing agencies, consulting companies, valuation companies and especially the team of auditors of SAV.
According to the plan, after the seminars in Hanoi and Khanh Hoa, SAV will continue to organize seminars on this topic on July 9, 2026 in Ho Chi Minh City.
