On the morning of July 5th, in Quang Tri, the State Audit Office of Vietnam (SAV) in coordination with the Standing Committee of the Provincial Party Committee, the Standing Committee of the People's Council (PC), and the People's Committee (PC) of Quang Tri province solemnly organized a preliminary conference, signed the Regulation on coordination of work between the SAV and the Standing Committee of the Provincial Party Committee, the City Party Committee - Standing Committee of the People's Council and the People's Committees of the provinces: Nghe An, Ha Tinh, Quang Tri and Hue City, and awarded Medals for the CA's career.
Attending the Conference were comrades: Nguyen Khac Than - Member of the Party Central Committee (BCH), Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province; Nguyen Duy Lam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh province; Nguyen Khac Toan - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hue City People's Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of Quang Tri Provincial People's Committee.
On the side of SAV, attending the Conference were: Comrade Nguyen Huu Nghia - Member of the Party Central Committee, Member of the National Assembly Party Committee Standing Committee, Secretary of the Party Committee, State Auditor General; Deputy State Auditors General; leaders of units directly under SAV.
Also attending the Conference were comrades in the Standing Committee of the Provincial Party Committee, City Party Committee, Standing Committee of the People's Council, People's Committee, representatives of the Vietnam Fatherland Front Committees of provinces: Quang Tri, Ha Tinh, Nghe An and Hue City; representatives of leaders of departments, agencies, and branches of localities.
At the Conference, State Auditor General Nguyen Huu Nghia emphasized that the practical implementation of the Coordination Regulation between SAV and 4 localities shows that this is a very correct, practical and effective policy.
The coordination work has contributed to helping SAV and localities successfully complete their tasks, improve the quality of auditing, effectiveness and efficiency of budget management and use, finance, public assets, and enhance transparency and accountability in local budget management and administration. At the same time, the audit results also contribute to improving the supervision efficiency of the People's Council and the responsibility of management agencies in the management and use of finance and public assets in localities.
The State Auditor General said that in order to overcome the inadequacies and limitations in coordination work in the past, the Regulation on coordination of work this time between SAV and 4 localities has many new points.
Accordingly, the scope of coordination content between SAV and localities has been expanded to 10 contents. In particular, this Coordination Regulation has the participation of the Standing Committees of Provincial Party Committees and City Party Committees of localities, to ensure the involvement of the entire political system of localities, together with SAV, determined to effectively manage and use finance, public assets, and state budget, building a strong and effective local governance.
At the same time, the Regulation also clearly defines the responsibilities of the four parties: SAV, Standing Committee of the Provincial Party Committee, City Party Committee, Standing Committee of the People's Council, People's Committees of provinces and cities.
The signing of the Coordination Regulation today with the participation of the Standing Committee of the Provincial Party Committee, City Party Committee, Standing Committee of the People's Council, People's Committees of provinces and cities is of great significance, showing the determination of Party committees and local authorities at all levels in strengthening leadership, direction, management and effective use of public finances, assets, and local budgets, contributing to the successful implementation of socio-economic development goals of the locality.
SAV is committed to always supporting, accompanying and creating favorable conditions with provinces and cities, for the prosperous development of localities.
I believe that with the attention, leadership, and direction of Party committees and local authorities at all levels, and the efforts of SAV, the new Coordination Regulations will be implemented in a substantive and effective manner, meeting the goals, requirements, and tasks in the new development stage of localities as well as the country" - the State Auditor General affirmed.
On this occasion, the leaders of SAV awarded the Medal "For the Cause of SAV" to 20 comrades who are leaders of provinces and cities and leaders of departments and branches of 4 localities who have made many contributions to the cause of building and developing SAV in the past time. At the same time, SAV awarded the symbol "House of Gratitude" to 40 families with meritorious services to the revolution and families in particularly difficult circumstances in the provinces of: Nghe An, Ha Tinh, Quang Tri and Hue City.
