The Ministry of Agriculture and Environment has just published a Comprehensive Table to receive and explain comments on the draft Report, Submission, and Decision of the Prime Minister regulating the application of QCVN on emissions of motorbikes and mopeds participating in traffic.
Commenting on the draft, the Ministry of Construction proposed to review and supplement the Policy Impact Assessment Report and the Administrative Procedures Assessment Report according to Form No. 3 and No. 6, Appendix VI of Decree No. 78/2025/ND-CP; in which it is necessary to forecast and clarify some of the following contents:
- Motorcycle emissions inspection will incur administrative procedures, incur compliance costs for people. Especially for long-used vehicles with a high risk of causing pollution and high risk of causing pollution due to the use of low-income people; there should be solutions to support this group in converting vehicles that cannot meet emission standards.
- Due to the current large number of motorbikes and mopeds, it is necessary to form a network of socialized inspection facilities invested by warranty, maintenance and private facilities providing inspection services. In the first phase, it is possible that private insurance and maintenance facilities have not been attracted to invest in emission inspection, leading to a shortage of inspection facilities and causing congestion. Therefore, it is necessary to build a suitable roadmap, combined with propaganda to mobilize enough resources to meet the needs of emission inspection.
Explaining this opinion, the drafting agency said that state agencies (at the central and local levels) must deploy the construction of a network of Inspection Centers/Stations/Ensets to meet the needs.
According to the Ministry of Construction, due to the large number of motorbikes and mopeds, patrolling and controlling people's compliance is difficult. Appropriate solutions are needed, both to ensure deterrence for people to comply; not to hinder their lives or cause social frustration due to the implementation of patrol and control measures.
The drafting agency believes that it is necessary to strengthen communication work, mobilize people to implement; State agencies (at the central and local levels) must deploy the construction of a network of Inspection Centers/Stations/Enspects to meet the needs.
Regarding the inspection of the facility that meets the conditions for conducting emission inspection, the Ministry of Construction's comments also need to be carefully calculated. Currently, Decree No. 166/2024/ND-CP regulating the business conditions of motor vehicle inspection services has been delegated to localities to organize inspection and certification. However, with the large number of motorbike and moped emission inspection facilities to meet the emission inspection requirements; there needs to be time and allocate enough resources for localities to implement.
Regarding this, the drafting agency explained that state management agencies must implement this decision; State agencies (at the central and local levels) must deploy the construction of a network of Inspection Centers/Stations/Enspects to meet the needs.
