The whole country is preparing to merge provincial-level administrative units, so the demand for continued use of motorbikes will increase.
Meanwhile, the conditions for public transport (buses) in some provinces and cities are still limited in the number, number of trips and number of routes; at the same time, very few facilities have enough capacity to check emissions.
Hau Giang proposes to consider increasing the roadmap (time) for applying emission standards for motorbikes and mopeds; at the same time, supplementing regulations on the capacity conditions of emission inspection facilities
Accepting this opinion, the Ministry of Agriculture and Environment said that the roadmap has been carefully studied by the drafting agency to propose in accordance with reality.
Regarding the capacity conditions of emission inspection facilities, there are guiding regulations from the Ministry of Construction.
Currently, the Ministry of Agriculture and Environment is continuing to collect opinions on the draft (2nd time) roadmap for motorbike emission inspection.
According to the new draft, the roadmap for applying emission standards is later than the first draft. The detailed roadmap for motorcycle emission inspection is as follows:
From July 1, 2027 for Hanoi City and Ho Chi Minh City.
From July 1, 2028 for the remaining provinces and centrally-run cities.
From July 1, 2030 for the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
