As one of the major industrial parks (IPs) of the province, Diem Thuy IP (formerly in Phu Binh district) is planned with the goal of attracting investment, creating jobs and promoting economic growth, however, many areas inside here are currently abandoned.
In mid-August 2025, Lao Dong Newspaper reporters reviewed the town inside area B of Diem Thuy Industrial Park, the above land is located in the middle of a bustling residential area.

Some areas in the industrial park have been turned into spontaneous garbage dumps, clogged flies, emitting unpleasant odors, posing a potential risk of environmental pollution.
Having spent many years working as a grass cleaner in Diem Thuy Industrial Park, every time she clears the grass near an empty lot, Ms. Nguyen Thi Tham (Diem Thuy commune - character name change) cannot hide her anxiety and worry.
According to Ms. Tham, this land is previously deserted, but in recent years, groups of young people have often gathered in the early morning and late afternoon.
"Those young men are not local people, they don't know where they come from. They inject publicly, and when they finish, they throw them off haphazardly, with needles to inject even the whole blood.
Many times when I clean the grass, I just have to worry, the most haunting thing is when I have to bend close to the ground to work," Ms. Tham recounted.
Ms. Tham recalled that she used to have an electric bicycle, while cutting the grass, a person in the addiction group asked to use the bicycle to buy things.
Because she was so scared, she had to reluctantly agree, but just a few minutes later, that person drove away, not knowing where to find him.
"I hope the authorities will have a plan to handle, clean up the land and ensure security and order, not to let the current situation of gathering continue, so that people and workers no longer have to worry or worry," said Ms. Tham.
On August 22, speaking with a reporter from Lao Dong Newspaper, a leader of Diem Thuy Commune People's Committee confirmed that there was a situation where some subjects gathered to get injected at an abandoned plot of land in the industrial park.
According to the local leader, the commune has increased supervision and recently handled a number of violations.
In the coming time, the locality will continue to inspect and handle strictly to ensure security and order.
The Diem Thuy B Industrial Park project is planned for 170 hectares, invested by APEC Group Joint Stock Company.
Previously, the Government Inspectorate issued Conclusion Notice No. 1113, specifying that the project was 75 months behind the Investment Certificate.
The project is subject to land acquisition and the value of the land lease being calculated is more than VND 4.6 billion.
In addition, the investor who built five high-rise buildings in the service area without a license was fined 40 million VND and suspended by the Thai Nguyen Department of Construction Inspectorate.
