On April 19, the People's Committee of Kon Tum province said that the unit will conduct a review of individuals, groups and investors related to the disbursement of public investment capital behind schedule due to subjective reasons.
According to the plan, the total investment capital from the state budget in 2025 is allocated to VND 3,957 billion. Of which, the local budget accounts for VND 2,504 billion and the central budget is VND 1,453 billion.
As of February 28, 2025, the whole province has only disbursed about 205 billion VND, reaching only 10% of the local capital plan and 8.4% of the central capital plan.
The disbursement progress has encountered many difficulties, mainly due to low compensation prices for land, assets on land and crops, causing people to disagree.
In addition, national target programs still have overlapping content, lack specific instructions and many support packages that are not suitable for reality.
The Kon Tum Provincial People's Committee requires strengthening discipline and order in investment and capital disbursement. The allocation and disbursement of public investment capital in 2025 is identified as a key political task, with the goal of achieving a disbursement rate of 95% or more under the direction of the Prime Minister.
The province also emphasized the need to ensure the quality of the project, prevent waste and negativity. Investors will be reviewed if they keep the disbursement rate low due to subjective reasons and need to proactively coordinate to remove difficulties. Especially those related to land recovery and construction materials.
