According to a report from the Provincial People's Committee, regarding personnel work, a total of 12,422 turns of cadres, civil servants, and public employees have been mobilized (including 11,917 people to the grassroots level and additional mobilization of 1,157 turns after the merger) to solve the situation of local surplus and shortage.
By April 30, 2026, 621 people had retired under various regimes. The commune-level civil servant payroll assigned for 2026 is 1,447, currently 1,272 people are present.
The whole province is currently short of 175 commune-level staff, of which 19 communes are locally short of 55 personnel with in-depth expertise in information technology, land, and construction. Speaking at the conference, Mr. Nguyen Tuan Anh - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee emphasized that it is necessary to know how to focus on solving 30% of priority work groups to create 70% of overall efficiency, avoiding scattered handling leading to resource overload.
Regarding personnel work, the Standing Deputy Secretary of the Provincial Party Committee requested the Provincial Party Committee's Organization Committee to resolutely get involved, thoroughly review and have fundamental solutions to thoroughly handle the situation of local surplus and shortage in localities.
After the merger from July 1, 2025, Lai Chau province has ended the operation of 8 district-level administrative units; reduced 5 specialized agencies and 1 non-business unit under the Provincial People's Committee. The number of departments and equivalents at the provincial level decreased by 44 departments, and at the district level decreased by 95 departments.
At the grassroots level, the number of commune-level administrative units decreased sharply by 64.15% (down 68/106 communes and wards), currently there are 38 communes and wards (36 communes, 2 wards). All 38/38 communes and wards have been unifiedly established with 4 professional departments.
