On July 17, Lai Chau Provincial People's Committee issued an urgent official dispatch requesting departments, branches, and localities to urgently implement measures to respond to heavy rain, flash floods, landslides, ensure the safety of people's lives and minimize damage caused by natural disasters.
According to the Provincial People's Committee, widespread heavy rain in recent days has caused flash floods, landslides in some localities, damaging houses and property of people; affecting infrastructure, irrigation works, domestic water supply and causing many traffic routes to be cut off.
Meanwhile, the meteorological agency forecasts that heavy rain will continue, the risk of flash floods, landslides and localized flooding is still high.


Faced with the above situation, the Chairman of the Provincial People's Committee requested departments, branches, localities, military forces, police, and border guards to maintain 24/24 hour duty, closely monitor weather developments, proactively implement the "4 on-the-spot" motto, and be ready with forces and vehicles for rescue, relief and evacuation of people when necessary.
The Provincial People's Committee assigned units to review areas at high risk of flash floods and landslides; inspect the safety of irrigation works, reservoirs, traffic, hydropower and construction sites; proactively overcome incidents, ensure traffic, project safety and people's lives.
Localities are required to proactively evacuate people from dangerous areas, install warning signs at key points, and at the same time strengthen propaganda and promptly update information about weather developments and dangerous areas so that people can proactively prevent them.


The Chairman of the Provincial People's Committee requests the heads of agencies, units, and localities to seriously perform assigned tasks, and be responsible if subjectivity or negligence occurs in disaster prevention, control, and recovery.
According to records, in Muong Than commune alone on the morning of July 17, heavy rain caused serious flash floods, collapsing and burying many houses and production land in Team 9, Team 11, Sap Ngua, Che Bo, Chit villages and causing traffic paralysis on National Highway 32, National Highway 279...
In the afternoon of the same day, the Chairman of Lai Chau Provincial People's Committee issued a Decision on announcing an emergency situation of natural disaster in Muong Than commune, Lai Chau province.


Faced with the emergency situation, the Lai Chau Provincial Military Command directed agencies and units to mobilize 350 officers and soldiers to coordinate with local Party committees, authorities and forces to deploy rescue and relief work, and support people to overcome the consequences.
In conditions where the weather continues to be complicated, many roads are divided, mud and soil are deeply flooded, officers and soldiers urgently help people relocate people and property to safe places; clear soil and rocks, fallen trees, clear flow, and support affected families to stabilize their lives.
