The Tam Trinh road expansion project (Hoang Mai district, Hanoi) is 3.5 km long, starting at Minh Khai intersection and ending at Ring Road 3 intersection, with a total investment of nearly VND3,400 billion.
The project started in 2016 and is expected to be completed after 3 years. However, due to many difficulties in site clearance (GPMB), the project has been stalled.
In July 2024, Hoang Mai district handed over about 800 m of clean land to the contractor to implement the expansion of Tam Trinh road after many years of delay.

The actual records of the reporter show that at the sections that have been cleared, the contractor has constructed to the last base layer ( mixture layer) but cannot deploy the asphalt concrete layer because some electric poles are still within the roadway.
Up to now, after 8 months of construction, the value of the contractor's construction output - Truong Son 97 Branch - has only reached about 15 - 18% of the construction contract value (over 294 billion VND), significantly behind schedule.
According to the People's Committee of Hoang Mai District, to implement the project, the locality must reclaim over 54,000 m2 (after adjusting the boundary), involving about 1,590 households and 20 organizations in the three wards of Mai Dong, Hoang Van Thu and Yen So.
Up to now, the site clearance work is still stalled due to the locality still facing some difficulties and problems that need to be resolved.
Recently, the Standing Committee of Hoang Mai District Party Committee has decided to postpone the handover deadline for the Tam Trinh road project by 30 days, ending before April 30, 2025.
Thus, the site clearance work of this project has changed the completion time frame four times: September 30, 2024; December 31, 2024; March 31, 2025 and now April 30, 2025.

Hoang Mai District said that the policy related to compensation and site clearance is outside the scope of the decision of the District People's Council and People's Committee. Therefore, it is necessary to report and seek opinions from departments and People's Committees of Hanoi City when applying the 2024 Land Law.
According to the provisions of the 2024 Land Law, the resettlement housing fund must be prepared before issuing land recovery decisions for households.
Currently, the resettlement housing fund serving the Tam Trinh road project is the CT1, CT2, CT3 buildings in Den Lu Urban Area. However, these buildings have degraded due to being used as quarantine areas for COVID-19 patient treatment, and need to be renovated and repaired to be eligible for handover.
Hoang Mai District must request the city's policy to provide funding to support resettlement households to rent houses while waiting for the renovation of Den Lu Urban Area.

According to the People's Committee of Hoang Mai District, according to the previous Land Law and the city's guiding documents on site clearance, illegal construction works (not granted a construction permit) are still supported at a percentage of new construction value (depending on the time of construction).
However, the 2024 Land Law does not stipulate this content, which means that households with illegal construction will not be compensated.
In fact, on Tam Trinh Street, most of the houses of the people do not have a construction permit or no written approval from the competent authority.
The application of the new law has made the People's Committee of Hoang Mai district unfounded to implement compensation or support policies, prolonging compensation work, even though the authorities of the wards continuously organize dialogues with the people.
Hoang Mai District People's Committee has issued a document reporting to Hanoi City People's Committee. The city's leaders have assigned departments and branches to advise and issue guiding documents.
According to the plan, if the city has a document guiding the implementation before March 20, Hoang Mai district will complete the site clearance for the Tam Trinh road expansion project within 30 - 35 days, expected to be completed in April 2025.
