Hanoi to enforce land acquisition to open 30m wide road

Hanoi - The People's Committee of Thuong Tin district has planned to organize compulsory land recovery of some households that do not agree to hand over the land to implement the expansion of National Highway 1A.

On December 26, 2023, the Hanoi People's Committee issued Decision 6565/QD-UBND on approving the project to upgrade and expand National Highway 1A (phase 2) from Km191+700 to Km193+300. This includes compensation, support, resettlement costs, construction costs and other costs to develop a transportation system to serve the people.

The construction project in phase 2 has a length of 1.6km, designed with 1/2 cross-section according to the plan, from 11m to 30m wide. The project includes items: Roadbed, road surface, bridge, sidewalk, drainage, technical cage, trees, lighting.

Through surveys, measurements, inventories, and counting, it was determined that the land area to be recovered and cleared for the project was 18,503.7m2, of which Thuong Tin town had 14,353.9m2 and Ha Hoi commune had 1,573.6m2, while non-agricultural land was managed by 8 agencies and organizations at 2,576.2m2.

The People's Committee of Thuong Tin district said that it has assigned specific tasks to the district's specialized agencies, together with the People's Committee of Thuong Tin town and related communes, to conduct a review and develop detailed plans to clear the land for residential plots as well as non-agricultural land and traffic corridor land along National Highway 1A according to regulations.

Along with that, the task was assigned to units to coordinate with localities to count the number of households to clear the land after receiving the handover of the boundary markers, prepare the ground to start construction of 2 resettlement areas for households subject to site clearance for the National Highway 1A expansion project, phase 2 eligible for resettlement.

Up to now, Thuong Tin district has issued a notice of land acquisition, mobilizing 8 agencies and 12 families to coordinate in site clearance, receiving compensation, support and handing over the construction site of the first section of the road.

However, according to the propaganda and mobilization process according to regulations, there are still 4 households on the first section of the road with non-agricultural land that have not received compensation, support and handed over the site.

For 4 households that have not yet handed over the site, on March 6, 2025, the People's Committee of Thuong Tin district issued decisions No. 813-816/QD-UBND on compulsory recovery of non-agricultural land from households at the end of March 2025 to implement the project.

According to the plan, the project will start construction in the first quarter of 2025. The completed project aims to synchronously develop the transportation system to serve the travel needs of the people, helping to reduce traffic congestion, contributing to the socio-economic development of the locality.
