At the 4th session of the 11th Lam Dong Provincial People's Council (term 2026 - 2031) taking place from June 30 to July 1, the Provincial People's Committee submitted to the People's Council for consideration the adjustment to reduce VND 1,143 billion of the 2026 capital plan of the Bao Loc - Lien Khuong expressway construction investment project (phase 1) according to the PPP method.
The capital source of the Bao Loc - Lien Khuong expressway project proposed for transfer belongs to the Lam Dong lottery source.
According to the Provincial People's Committee, through reviewing the implementation situation and disbursement capacity, the project has lower capital demand than planned due to slow progress, incomplete compensation and site clearance work, and many items not meeting construction conditions.
The adjusted capital will be supplemented for 135 newly started projects to accelerate the implementation progress, improve capital efficiency and promote public investment disbursement in 2026.
According to the report of the Provincial People's Committee, the total public investment capital plan for 2026, including the capital source for 2025 allowed to be extended to 2026, is more than 20,115 billion VND.
However, by the end of June, the locality had disbursed more than 3,036 billion VND, reaching 15.09% of the plan.
The Provincial People's Committee assessed that the disbursement progress is still low compared to the requirements, while Lam Dong set a GRDP growth target of 10% in 2026.
The main reason is that compensation, site clearance and resettlement arrangement at many projects are still slow; some key traffic projects encounter obstacles in the implementation process.
In addition, fluctuating prices of building materials and fuels also increase investment costs, affecting the progress of construction contracts.
These difficulties make it difficult for many projects to disburse all the capital allocated in the year, including the Bao Loc - Lien Khuong expressway project.
