Bringing procedures to the home of the elderly
According to the Law on Social Insurance (BHXH) 2024, the power of attorney to receive pensions, social insurance allowances and other regimes is only valid for a maximum of 12 months from the date of establishment.
For powers of attorney issued according to the provisions of the 2014 Law on Social Insurance and still valid, people are allowed to continue to use them but not more than June 30, 2026. After this time, if there is still a need to receive pension or allowance instead, the beneficiary must reissue the power of attorney according to new regulations.
Recorded in Tay Ho ward, in order to support vulnerable groups to complete procedures ahead of schedule, the Hanoi City Public Administrative Service Center - Branch No. 1 has coordinated with the social insurance agency to go to people's homes to guide them to complete procedures. This action has solved the travel problem for many elderly people.

Both husband and wife are over 80 years old, and he has difficulty walking, having to be helped by someone, Ms. Le Thi Minh Nham (Tay Ho ward, Hanoi) could not hide her excitement when officials came to her house to support: "My husband and I are both old, moving is very hard, so being facilitated to carry out procedures at home is very precious. Officials guide very easily, procedures are quick, just a few minutes and it's done.
Ms. Pham Hong Nga (Tay Ho ward, Hanoi) shared that her parents-in-law are both over 90 years old and cannot walk on their own. Previously, Ms. Nga went to the Hanoi City Public Administrative Service Center - Branch No. 1 to register and was immediately responded to by officials at the Center, who sent people to support her.
“Initially, my husband and I were very worried when we had to redo the power of attorney. Because if we come to the center, we will have to carry them downstairs and then take a taxi to take them away, which is very hard for the elderly. This home support is very convenient for the family, and the procedures are quick and convenient to help the elderly reduce fatigue,” Ms. Nga shared.
Rush to support people
According to Mr. Phi Dinh Tien - Official at the Hanoi City Public Administrative Service Center - Branch No. 1, this peak campaign takes place from the beginning of May to the end of June. People facing difficulties in traveling only need to register information, the unit will conduct screening and arrange forces to go to their homes for direct support.
We take advantage of the time after office hours to go to people's homes to support them. With the characteristic of "going to each alley, knocking on each door" and supporting each case to complete dossiers and papers, on average, the unit solves about 10 cases per day. Especially on peak days, we can support up to 20 cases. At that time, the brothers have to work until night, at some times after 11 pm to get home. Although it is hard, the satisfaction and joy of the elderly are the motivation for us to continue trying," Mr. Tien confided.
Participating in support from the early days, Vang Thi Du (staying at the Hanoi City Public Administration Service Center - Branch No. 1) shared: "My job is to guide, fill in applications and help elderly people sign or fingerprint. This campaign not only trains my professional skills, but also a big lesson on how to communicate and understand people when they come to my house.
Up to now, the Hanoi City Public Administrative Service Center - Branch No. 1 has supported nearly 500 elderly people with difficult travel to complete their power of attorney according to new regulations. This activity is continuing to be implemented to ensure that people complete procedures ahead of schedule, avoiding interruption in receiving pensions and allowances.
