On June 19, Dak Lak Department of Finance said that the unit had a document responding to the Department of Education and Training (GDĐT) regarding the payment of overtime teaching expenses owed teachers at public educational institutions in the province from the 2020-2021 school year to the 2024-2025 school year.
Previously, Dak Lak Department of Education and Training informed that 33 localities still owed teachers overtime pay. Some localities have proactively balanced their budgets to pay, while 9 communes and wards including: Buon Ma Thuot, Tan Lap, Tan An, Thanh Nhat, Ia Rve, Ea Ning, Krong Nang, Hoa Phu and Vu Bon do not have enough resources to pay the debt of more than 14.4 billion VND and requested the province to support funding.
According to the Dak Lak Department of Finance, the report of the Department of Education and Training only stops at proposing additional budget allocation but has not clarified the responsibilities of agencies and units under the district level (before the time of arranging the organizational structure) in not advising and allocating funds to pay overtime teaching fees for teachers according to regulations.
In addition, the report also did not fully assess the budget balancing capacity of each locality, as well as the specific reasons why units could not self-allocate funds to pay debts.
Therefore, the Department of Finance of Dak Lak proposed that the Department of Education and Training coordinate with 9 related communes and wards to review and clearly identify the responsibilities of relevant organizations and individuals. At the same time, clarify financial resources and the reasons for lack of funding.
This is considered the basis for the Department of Finance to advise the Provincial People's Committee to consider and resolve the long-term debt for teachers.
Leaders of Dak Lak Department of Finance said that after implementing organizational structure arrangement, commune-level authorities are assigned many new functions and tasks, including reviewing and clarifying responsibilities for issues arising in the area.
Regarding the specific handling direction for the overtime teaching fee debt of teachers, the leader of the Department of Finance said that the unit will provide information to the press after having a specific plan.
As Lao Dong newspaper has reported, Dak Lak province currently has dozens of communes and wards that have not paid overtime teaching fees to teachers. This debt has lasted for 5 years.
The Department of Education and Training of Dak Lak province has requested the People's Committees of communes and wards to balance funding sources for affiliated educational institutions to definitively pay off the overtime teaching fees owed teachers for many years.
