On the afternoon of March 20, at a regular press conference on the socio-economic situation, representatives of Binh Thanh District People's Committee informed about the situation of many sidewalks in Binh Thanh District being encroached upon and used for business and trading, and many areas still experiencing the situation of picking up and dropping off passengers in violation of regulations, causing unsafe road traffic.

Mr. Nguyen Ngoc Minh - Deputy Head of the Economic, Infrastructure and Urban Affairs Department of Binh Thanh District People's Committee - assessed that in addition to some complicated locations and some routes with changes compared to before, there are still many places reoffending. The situation of encroachment in business still occurs, especially in spontaneous business areas outside of working hours when there are no authorities to inspect and supervise.
Regarding the reason, Mr. Minh said that Binh Thanh District has many people from different areas coming to work and live, some of whom do not have jobs, so they trade street vendors to earn more income.

At the same time, the district also has many students, the demand for shopping and dining on the streets and sidewalks of the people is very high, so the situation of street vending and sidewalk food and beverage business is complicated, causing traffic jams, losing urban beauty, greatly affecting environmental sanitation as well as roadway order.
"Some people still lack awareness and deal with the authorities. When the force launched patrols to handle the situation, the encroachment decreased, but when the force left, people continued to encroach on the sidewalk and roadway to do business," said Mr. Minh.

Mr. Minh also said that the Ward People's Committees have conducted patrols, inspections, and checkpoints, but the handling has not been determined, thorough, and not promptly handled some newly arising points. Some roads have been changed before, but inspections have not been organized, leading to the situation where some people encroach again.
The representative of Binh Thanh District also informed that currently, the District People's Committee has also developed many solutions, including directing the District Urban Order Management Team to coordinate with wards to focus on handling hot spots related to roadway order and regularly organizing inspections, supervision, and urging Ward People's Committees to implement, in order to ensure order on roadways and sidewalks, not affecting pedestrians on the sidewalks.
