Infrastructure on some provincial roads and border patrol roads was also damaged after the rain from August 22 to 25.
The province announced an emergency situation to implement measures to ensure traffic, repair damaged works and handle locations at risk of unsafety.
Accordingly, from 7 pm on August 22 to 7 am the next day, the rainfall measured in Mau Son was 134 mm, Dinh Lap 125 mm, Kien Moc 118 mm. Some other areas such as Na Sam recorded 72 mm, Dong Kinh ward 71 mm and That Khe 59 mm.
Heavy rain caused water levels on rivers to rise. At 11:00 AM on August 23, the water level of the Ky Cung River at Lang Son station reached 256.24 m, exceeding alarm level III by 0.24 m. At Huu Lung station, the Trung River reached 20.5 m, 1.5 m higher than alarm level three.
The Department of Construction is assigned to inspect and determine the level of damage at each location, develop a repair plan and advise the province to issue an emergency construction order.
This unit is responsible for damage data, records and the content of approval of remedial items.
The Department of Finance balances and proposes funding sources; the Department of Agriculture and Environment summarizes damages throughout the province. The Provincial Civil Defense Command urges and inspects the process of handling affected traffic projects.
Commune and ward authorities must maintain warnings, set up checkpoints and divert traffic at dangerous locations. When unsafe risks are detected, localities must immediately report to functional agencies for handling.
After completing the urgent projects, the Department of Construction will report to the Provincial People's Committee to consider announcing the termination of the situation.
