Lang Son sets a target of 80% of adults completing at least one short-term or specialized digital skills course in the emulation period from September 15 to December 23.

On September 15, information from the People's Committee of Lang Son province said that the province is expected to deploy the emulation campaign "100 days and nights to handle bottlenecks in digital transformation in the political system", associated with the movement "Digital literacy".

Accordingly, in this phase, agencies, units, and localities must review tasks that are behind schedule, have not met requirements, or have not been effective.

Obstacles that need to be focused on solving include administrative procedures, network infrastructure, information technology equipment, data, digital platforms, human resources and funding.

Each unit selects at least one task, issue or model to focus on implementing during the peak period.

The province encourages the resolution of long-standing problems that directly affect people and businesses; requests to clearly identify the person in charge, completion time and output results.

For content exceeding authority, units must report and propose to competent authorities to resolve and identify focal points for monitoring, avoiding backlogs due to lack of coordination or unclear responsibilities.

In popularizing digital skills, the province requires shifting the focus from propaganda to practical guidance. People are supported to use VNeID, online public services, digital payments and services in health, education, insurance and e-commerce.

Lang Son strives for 80% of adults to complete at least one short-term or specialized course on minimal digital skills.

The learning is associated with VNeID electronic identification for verification and evaluation according to the guidance of competent authorities. The results must have data or evidence for testing and comparison.

All communes and wards are required to organize guidance for people to access and use essential digital services. Community digital technology groups focus on directly supporting the elderly, ethnic minorities and people in difficult areas.

Guidance materials need to be concise, easy to understand, and suitable for each user group. The province encourages the development of infographics, videos under three minutes, and radio content in Tay and Nung languages suitable for the locality.

In the public sector, the plan sets a target for all cadres, civil servants, public employees and workers to update digital knowledge and skills suitable for their job positions.

The province also requested a pilot virtual assistant to support officials in reviewing legal documents and help people answer administrative procedures according to the plan and guidance of competent authorities.

The Provincial People's Committee requests to evaluate the emulation period by products, actual results and the level of use of digital platforms. The number of conferences, training classes, propaganda materials or participants must not be used as the main basis for evaluating achievements.

The Department of Science and Technology is assigned to provide professional guidance, monitor results and advise on removing obstacles. Heads of agencies, units, and localities are responsible for resolving bottlenecks within their management scope, without shirking or avoiding.
