On May 4, according to Lao Dong's source, Lang Son Provincial People's Committee issued a decision to officially stop the implementation of phase 2 of the Provincial General Hospital project (700 beds).
Accordingly, Vice Chairman Tan Thanh Nhan signed Decision No. 789/QD-UBND on stopping this project.
This item was previously approved by the Chairman of the Provincial People's Committee in Decision No. 1067/QD-UBND issued on June 28, 2015.
However, after more than a decade on paper, the project was officially stopped based on the proposal of the Director of the Department of Health on April 11, 2026 and the Appraisal Report of the Department of Construction on April 20, 2026.
The context of this decision stems from a prolonged stagnation.
The Provincial General Hospital project is located on an area of 25ha in Hoang Dong commune, Lang Son city with a total investment of 1,500 billion VND. While phase 1 (started in 2010) has completed 5 main blocks and went into operation from 2019, phase 2, which was expected to install electrical and mechanical systems, air conditioning, medical equipment and auxiliary works, is facing a deadlock.
3 main reasons leading to the project's suspension include projects that have not been allocated capital to implement from 2015 to date. The project does not incur any related costs during the implementation process and the implementation time according to the initial capital registration decision has expired.
To definitively handle legal procedures after stopping the project, Lang Son Provincial People's Committee has assigned the responsibility to the Department of Health (the investor unit) to organize the implementation of project settlement and finalization dossiers in accordance with current legal regulations.
