The Office of the People's Committee of Quang Ngai province informed that it had announced the conclusion of Mr. Tran Hoang Tuan - Permanent Vice Chairman of the People's Committee of Quang Ngai province - at the meeting on the situation of public investment disbursement in 2025.
Mr. Tran Hoang Tuan requested investors to clearly identify the causes and responsibilities for the delay in disbursing public investment capital in 2024, urgently overcome in the coming time; departments, branches, sectors and localities need to closely coordinate in handling administrative procedures, avoiding pushing and avoiding assigned tasks. Specialized appraisal departments need to shorten the time for appraisal of investment policies, appraisal of investment projects... to create favorable conditions for investors to implement projects on schedule and disburse to achieve the public investment capital plan in 2025.
Regarding projects and works that are slow to be put into use, are ineffective, and waste the State budget in the province, Mr. Tran Hoang Tuan requested relevant agencies, units, and localities to have projects and works that are slow to be put into use; those that are backlogged to urgently stop construction according to the established plan, put the works into operation, and promote the effectiveness of project goals.
Request the heads of the Department of Culture, Sports and Tourism (DTC), Department of Home Affairs, Provincial Traffic Construction Investment Project Management Board... (with projects that are not eligible for official capital allocation) to urgently complete investment procedures and necessary conditions before March 19, 2025, ensuring the basis for the Department of Finance to advise the Provincial People's Committee to allocate all details of the 2025 state budget investment capital plan in the first quarter of 2025. In case the delay affects the disbursement of the province, the heads of the units must take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee.
Mr. Tran Hoang Tuan also requested many heads of agencies and units to strictly control the implementation of contractors, eliminate weak and inadequate contractors, and strengthen sanctions for cases of contractors violating progress and quality according to signed contracts (cutting contracts, not allowing bidding for other projects...).
Associate the responsibility of the head with the disbursement results of the 2025 public investment capital plan, considering this an important criterion for evaluating emulation at the end of the year; clearly identify the personal responsibility of each investor, project management board, consulting unit, and contractor in the delay in implementation; do not let harassment occur, causing difficulties for contractors in the process of preparing advance documents and payment documents; organize monthly reviews if they do not achieve progress, there will be sanctions and disciplinary measures, including job transfer.
