On January 5, Quang Tri Provincial People's Committee informed that on December 25, 2025, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu chaired an inspection of the implementation of the Tan Lien - Thuan road (District 86), section passing through Tan Lap commune.
The working session was attended by relevant departments, branches, investors and representatives of wind power enterprises participating in the commitment to contribute capital to the project.
According to the report of the Project Management Board for Investment and Construction, Land Fund Development of Khe Sanh commune (project investor), the project is being implemented very slowly, up to now almost the completion time has passed but the construction contractor has not been selected. The main reason stems from difficulties in site clearance and capital when Tai Tam Energy Investment One Member Limited Liability Company (Tai Tam Wind Power) proposed to withdraw capital, not fulfilling its commitment to contribute 18 billion VND with Khe Sanh Wind Power Joint Stock Company to upgrade the road.

Previously, Lao Dong Newspaper had articles reflecting the petitions and grievances of people in Tan Lap commune about the seriously degraded people's road but slow repair due to the wind power enterprise not fulfilling its financial commitments. After this reflection, from the proposal of the Department of Finance, Quang Tri province organized a meeting, inspected the scene and issued a notice of specific directions.
At the working session, Vice Chairman of the Provincial People's Committee Phan Phong Phu pointed out that the project is behind schedule due to both objective and subjective reasons, requesting the investor to seriously learn from experience in management and operation. The investor must urgently complete the procedures for selecting contractors, organizing construction, and at the same time prepare a detailed progress table for the entire project, clearly defining the order of priority for items such as site clearance, roadbed construction, drainage system, road surface and related items. This progress table must be sent to the Department of Construction before January 15, 2026 for monitoring and urging.
Regarding site clearance work, the Vice Chairman of the Provincial People's Committee emphasized that this is a key stage, decisive for the project progress. The investor is required to complete land ownership, measurement, inventory, determine the origin of land and develop a compensation, support, and resettlement plan in January 2026.
Regarding capital sources, the leaders of the Provincial People's Committee requested Khe Sanh Wind Power Joint Stock Company and Tai Tam Wind Power to seriously and fully implement the committed contents, and urgently complete the voluntary capital contribution to the provincial budget in January 2026. After January 31, 2026, if the enterprise does not implement or does not fully implement the commitment, the Department of Finance is assigned to preside over advising the Provincial People's Committee to consider and handle according to its authority and propose feasible plans to continue implementing the project.
This drastic direction is considered an important step to remove the prolonged congestion of the project, and at the same time demonstrates the involvement after the reflection of Lao Dong Newspaper, meeting the expectations of the people of Tan Lap commune for a safe and smooth civil road.
On August 2, 2022, Khe Sanh Wind Power Joint Stock Company and Tai Tam Wind Power Company had a document proposing a policy to invest in building and renovating DH.86 road, and at the same time committed to contributing a total of 18 billion VND. On that basis, on March 28, 2023, the People's Council of Quang Tri province approved a resolution approving the policy of upgrading and expanding DH.86 road with a total investment of 30 billion VND, of which 18 billion VND from two wind power enterprises and 12 billion VND from the provincial budget. However, during the implementation process, Tai Tam Wind Power requested to withdraw capital, not participating in contributing 9 billion VND as initially committed. This enterprise explained that the common use of the road connecting two wind power plants poses many risks. From there, Tai Tam Wind Power proposed to withdraw from the DH.86 project and proposed to be approved to invest in another 820m long road, connecting from Huc - Ba Tang road to Km2+200 in Khe Sanh commune.
