On April 27, information from the People's Committee of Lao Cai province, Chairman of the Provincial People's Committee Nguyen Tuan Anh has just signed and issued Decision No. 1398/QD-UBND on the establishment of a Working Group to review and remove difficulties and obstacles for prolonged backlog projects in the area.
Accordingly, the Task Force is headed by the Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee Phan Trung Ba and Nguyen Thanh Sinh respectively hold the roles of Standing Deputy Heads and Deputy Heads. Members are leaders of departments, branches, related units and Chairmen of People's Committees of communes and wards.
The working group has the task of comprehensively reviewing slow-progress and prolonged projects; promptly removing difficulties and obstacles and proposing solutions to handle them thoroughly, ensuring sufficient legal basis for implementation according to their authority.
At the same time, agencies, units, and investors are required to provide complete dossiers and documents, and coordinate with experts in the process of handling.
The group operates under a collective regime, promoting personal responsibility, and holding periodic meetings at least once a month.

The Department of Finance is assigned to be the standing agency, responsible for summarizing and classifying projects by group of problems and reporting to the Provincial People's Committee before the 20th of each month.
For projects under central authority, the Department of Finance continues to review and update the situation, and advise on handling directions when legal basis is sufficient.
The decision also requires departments, branches, localities, and investors not to miss backlog projects, and at the same time proactively propose solutions to remove obstacles in order to soon put the project into operation and effective use.
The working group will dissolve itself after completing the task.
