On March 20, the Standing Committee of Lao Cai Provincial Party Committee organized a Conference to thoroughly grasp and implement solutions to strive to build 100% "drug-free communes and wards", in 2026.
The conference was connected online from the bridge point of the Lao Cai Provincial Conference Center to 99 communes, wards and schools in the area with more than 1 million officials, students and people participating.


At the conference, Lao Cai Provincial Party Secretary Duong Quoc Huy emphasized that drugs are not only crimes but also "the origin of many types of crimes".
Through review, Lao Cai province currently has nearly 7,000 people related to drugs; calculated by population proportion, for every 1,000 people, there are about 4 people related to drugs, higher than the national average.
Therefore, drug prevention, control and control must be identified as a key, urgent, and long-term task. On February 12, the Lao Cai Provincial Party Committee issued a Resolution on focusing on leading and directing the construction of communes and wards without drugs.

With the spirit of "only discuss doing, not discussing retreating", the Secretary of the Lao Cai Provincial Party Committee requested departments, branches, related units and communes and wards to accurately and accurately assess the actual situation of crime and drug evils in the area.
Clearly identify key routes, areas, targets, methods, new tricks, especially cross-border activities, taking advantage of cyberspace, conditional business establishments and trends of intrusion into teenagers....

Speaking to direct, Senior Lieutenant General Nguyen Van Long - Deputy Minister of Public Security - requested Lao Cai province to continue to closely follow and concretize the Central Government's guiding viewpoints on drug prevention and control.
Party committees and authorities at all levels must be the ones who directly lead, direct, and operate to turn the Party's viewpoints, guidelines, and resolutions into specific actions in each village and hamlet.

Each cadre, party member, and head of departments and branches must be a role model in building communes and wards without drugs.
Exemplary behavior must start from educating and strictly managing children and relatives in the family to absolutely not get involved in drug evils.
From each drug-free family, build drug-free lineages, drug-free villages and reach out to drug-free communes and wards," Senior Lieutenant General Nguyen Van Long emphasized.

According to Major General Cao Minh Huyen, Director of Lao Cai Provincial Police, from 2023 to now, Lao Cai has achieved many results in building communes and wards without drugs.
To date, the province has 32/99 communes and wards that meet the drug-free criteria that have been recognized; 25 communes and wards currently ensure 3/3 drug-free criteria. For the remaining 42 communes and wards, there are currently no points or complex drug hotspots, and no retail drug points.
Currently, Lao Cai is focusing on fighting, thoroughly handling and reviewing, searching for and sending drug addicts to compulsory detoxification to clean up the area.
