On August 26, Lao Cai Provincial People's Committee informed that the Chairman of the Provincial People's Committee has signed a Decision promulgating the Internal Regulations on Citizen Reception at the Lao Cai Provincial Citizen Reception Headquarters.
According to the new regulations, citizens coming to the Provincial Citizen Reception Headquarters have the right to present the content of complaints, denunciations, petitions, reflections or appoint representatives to present in cases where 5 or more people jointly reflect, complain, denounce, or propose on one content.
For complainants, citizens have the right to request to keep their full name, address, pen name secret and have the right to complain and denounce acts of law violation, obstruction, causing trouble, and harassment of officials and civil servants receiving citizens.
In case they are not proficient in Vietnamese, citizens are entitled to use interpreters.
For online citizen reception activities, citizens must wear formal attire, follow login instructions, verify their identity, turn on the camera during working hours and only turn on the microphone when asked to speak.

The regulations require participants in online citizen reception not to create noise, not to share links, accounts or access codes with non-responsible participants.
Citizens are not allowed to arbitrarily film, take photos, record audio or broadcast live citizen receptions without the permission of the host.
At the same time, do not bring flammable, explosive objects, toxic substances, weapons, animals into the citizen reception area; do not hang slogans, banners or illegally paste papers.
The new regulations stipulate 11 cases where citizen receptionists may refuse to receive citizens.
Notably, among these, there are people who are drunk due to drinking alcohol, beer or using stimulants; people who violate regulations, have acts of threatening, insulting, and obstructing the normal operation of the Headquarters.
In case of intentional prolonged complaints and denunciations regarding cases that have been resolved in accordance with regulations, inspected, reviewed and explained, and guided, they are also eligible for further refusal.
In addition, the regulations do not accept cases of abusing the right to complain, denounce, propose, or reflect to lure, incite, or incite to cause disorder; carrying weapons, explosives, supporting tools, or dangerous objects and substances but not complying with inspection, sending, or handing over requirements.
People who arbitrarily record audio, video, or live broadcast when asked not to do so may also be rejected further.

Other cases include people who do not have full civil act capacity without a legal representative; the content presented is not within the scope of complaints, denunciations, petitions, and reflections; the case has been received, guided or answered in writing by a competent authority and there are no new details.
Cases that have had legally effective court judgments and decisions or are being accepted and resolved by other competent agencies, organizations, and units according to regulations are also eligible for refusal.
Also according to the regulations, some cases are prioritized to be received first, including large groups; complex cases; newly arising cases that have not been considered and resolved; cases where citizens come to the Headquarters for the first time; cases that are being considered and resolved or have been resolved but have new details.
For cases with the same priority order, citizens in remote and isolated areas are prioritized first.
The monthly and online periodic citizen reception schedule of the Chairman of the Provincial People's Committee is notified in writing and posted at the Lao Cai Provincial Citizen Reception Headquarters.
The regular and periodic citizen reception location of the Chairman of the Provincial People's Committee is the Provincial Citizen Reception Headquarters, Hao Gia Street, Group 8, Yen Bai Ward, Lao Cai Province.
