Lao Cai is determined to bring 100% of administrative reform criteria to maximum scores

Lao Cai - The province strives to improve the administrative reform index, while improving the quality of service to people and businesses and promoting the building of digital government.

On June 15, Lao Cai Provincial People's Committee informed that the province has just issued Plan No. 285 on improving and raising the Public Administration Reform Index (PAR INDEX) for 2026.

According to the plan, the province aims to improve both the score and PAR INDEX ranking in the group of provinces and cities directly under the Central Government; focusing on overcoming criteria and component criteria that still achieve low scores and not high rankings.

In which, Lao Cai strives for 100% of criteria and component criteria to achieve maximum scores according to the Central Government's assessment criteria.

To achieve this goal, the Chairman of the Provincial People's Committee requested departments, branches, and localities to synchronously implement administrative reform tasks in all fields.

In directing and operating, the province requires full implementation of administrative reform tasks and strengthened inspection at the grassroots level.

In 2026, Lao Cai strives to inspect at least 20% of provincial-level specialized agencies and commune-level administrative units; ensure that 100% of issues detected through inspection are handled or proposed for handling.

In addition, the province sets a target to build at least 3 new initiatives and solutions on administrative reform; organize at least 3 dialogues between provincial leaders and people, businesses and resolve 100% of received recommendations.

Regarding organizational structure reform and public service regime, Lao Cai continues to review and arrange the apparatus in the direction of streamlining and efficiency; managing staff according to regulations; promoting decentralization and delegation of power associated with inspection and supervision.

The province also strives to complete 100% of the plan for training and fostering cadres, civil servants, and public employees; ensuring 100% of commune-level cadres and civil servants meet professional and nghiệp vụ standards.

In the field of public finance, the province requires strict implementation of regulations on budget management and public assets; strive to disburse 100% of public investment capital and assigned budget funds; fully implement recommendations after inspection, examination and audit.

Notably, for building e-government and digital government, Lao Cai sets a target to complete 100% of digital transformation tasks in 2026; promote the application of artificial intelligence (AI) in state management and public service provision.

The province strives for 100% of documents and work files to be processed on the electronic environment, and 100% of eligible administrative procedures to be provided in the form of full online public services.

Along with that, the province aims for the satisfaction rate of people and organizations with the service of state administrative agencies to reach 95% or more, contributing to improving the investment environment, promoting business development and completing socio-economic development goals in 2026.
