Lao Cai temporarily suspends motorized paragliding activities due to noise complaints

Lao Cai - Functional agencies have requested to temporarily suspend all motorized paragliding activities in Ta Van commune after people's reflections.

On the morning of March 28, in an exchange with Lao Dong Newspaper, Mr. Le Duy Ha - Head of the Sports Management Department, Department of Culture, Sports and Tourism of Lao Cai province said that the unit had just requested the temporary suspension of motorized paragliding activities of May Sports Tourism Co., Ltd., in Ta Van commune to inspect and verify the noise generated that affects people's lives.

Previously, on the afternoon of March 27, an inter-sectoral delegation led by Mr. Le Duy Ha, Head of the Sports Management Department (Department of Culture, Sports and Tourism of Lao Cai province) had a working session to verify and resolve voters' reflections on noise arising from motorized paragliding activities in Ta Van commune.

At the working session, Mr. Le Manh Hao - Deputy Head of the Culture and Social Department of Ta Van commune said that the unit has received many reflections from people about engine noise affecting daily life and schools.

Representatives of schools also expressed concern that noise arising when paragliding takes off and lands at low altitudes directly affects the teaching environment.

Mr. Sung Van Thang - Commander of the Military Command of the commune emphasized that there needs to be specific measuring equipment to determine the noise threshold and suggested that businesses need to comply with regulations according to commitments, and specialized agencies need to conduct actual measurements to have accurate data.

On the business unit's side, Mr. Hoang Duc Vinh, Flight Operation Manager of May Sports Tourism Co., Ltd., presented complete legal documents, including a Flight Permit issued by the Operations Department (General Staff) and a Certificate of eligibility for sports business activities issued by the Lao Cai Provincial Department of Culture, Sports and Tourism.

This is a pioneer in bringing paragliding to the highlands of Lao Cai with an internationally certified pilot team, the enterprise currently operates 4 unmotorized paragliders and 1 motorized paraglider (paramotor).

The company representative acknowledged the current noise situation and committed that in April 2026, they will coordinate with foreign experts to implement technical solutions to reduce engine volume by 30%. At the same time, adjust the flight frequency appropriately to minimize impact on the community.

Based on field surveys and opinions from specialized agencies, to objectively resolve problems, the inter-sectoral delegation requested May Sports Tourism Co., Ltd. to temporarily suspend all motorized paragliding activities in Ta Van commune from March 27.

During the suspension period, the Department of Culture, Sports and Tourism will coordinate with functional agencies to conduct detailed measurement and technical noise assessment.

The actual appraisal results will be the legal basis for functional agencies to decide on adjusting the operating procedures or continuing to license operations, in order to ensure the goal of harmony between tourism economic development and maintaining the stability of life and activities of local people.
