Lao Cai is one of the localities in the Northern Midlands and Mountains that suffered heavy damage due to the impact of storm No. 3.
According to the report of Lao Cai Provincial People's Committee, from the night of September 7 to 5:00 p.m. September 10, there was moderate to heavy rain over a wide area.
To date, 6/9 districts, towns and cities have reported deaths. The total number of casualties is 255; of which 98 people died, 81 people are missing, and 76 people were injured.
The floods caused flooding, landslides, and swept away about 9,172 houses. Agricultural production was severely damaged with more than 3,600 hectares of rice, corn, crops, annual crops, forestry trees, fruit trees, industrial trees, and bananas broken and destroyed; 384 pots of orchids and various ornamental plants.
More than 190 hectares of aquaculture area and 445 tons of commercial fish, 449,000 fish fry died, swept away by flood. 210 livestock barns were damaged; 213 livestock, 1,872 poultry died...
Over 80% of national highways, provincial roads, district and commune roads under management in the province were flooded and landslides made it impassable by car; 56 communes were completely isolated (36.8%).
Currently, 3 communes of A Lu, Y Ty, and Den Thanh are still completely isolated and cannot be reached on foot; 32 communes cannot be reached by car. Also on September 9, 3/9 districts had a complete power outage; 103/152 communes were isolated and had no electricity.
As of September 12, 53/152 communes have not had their power restored. It is expected that by the end of September 16, temporary repairs will be made to provide power to 100% of communes to serve the people's lives.
Just from September 9 to 10, Lao Cai had 142/938 transmission lines broken; 423 BTS stations had problems.
The peak was when the entire Bac Ha, Bao Yen, Simacai, Muong Khuong, Bat Xat districts and some communes in Sa Pa town, Van Ban and Bao Thang districts lost signal (nearly 100 communes lost signal).
As of September 12, there are still 119 transmission lines and 208 BTS stations that have not been repaired; 17 communes are affected by the loss of mobile signals from all 3 networks; 22 communes are affected by the loss of mobile signals from both VinaPhone and Viettel networks.
In addition, many other infrastructures (irrigation works, medical stations, cultural houses, schools, headquarters of agencies, units, electric poles, hydroelectric plants...) were damaged.
On the morning of September 13, many areas in the province were still isolated and without electricity and telecommunications, so the work of reviewing statistics and assessing damage encountered many difficulties and detailed statistics were not yet available.
According to preliminary statistics, up to this point, the estimated damage caused by floods in Lao Cai province is up to 3,000 billion VND.
