The first place the Prime Minister visited in Lao Cai province was the landslide scene in Lang Nu village, Phuc Khanh commune, Bao Yen district. The landslide occurred on the morning of September 10, burying 37 households with 158 people in this village.
According to the report, as of 6:00 p.m. on September 12, authorities had found 45 bodies; 17 injured people were being treated; 50 people were missing; and 46 people were confirmed safe.
Lao Cai is one of the localities that has suffered heavy damage due to the current flood and natural disasters. In particular, this is the locality with the heaviest loss of life with many very serious landslides.
The total number of houses flooded, landslides, and swept away by floods in the whole province is 9,172. Currently, 97 villages/25 communes are isolated, and people cannot travel due to flooding and landslides on roads. The total property damage is estimated at thousands of billions of VND.
Lao Cai province and ministries, branches and agencies are continuing to mobilize all forces to urgently deploy search and rescue and overcome the consequences of natural disasters. In Lang Nu village alone, the total number of forces participating in search and rescue is currently 650 people.
In addition, the landslide in Nam Tong village, Nam Luc commune, Bac Ha district also completely buried 8 houses, killing 7 people and injuring 11 others; as of the morning of September 12, 11 people were still missing.
Lao Cai province and districts have organized many working groups to visit and encourage families of victims; at the same time, initially supporting each family with a deceased person 25 million VND/person, and the injured person 5 million VND/person.
During a quick meeting afterwards at the Lang Nu village cultural house, the Prime Minister requested Party committees, authorities at all levels, and relevant ministries, agencies, and forces to focus on 7 key tasks in overcoming the consequences of the landslide.
Accordingly, search for missing people; rescue and provide medical care for the injured and sick; clean up the environment and prevent epidemics; restore traffic with the spirit of the Central Government taking care of major roads, the province taking care of provincial roads, the district taking care of district roads, the commune taking care of communal roads; quickly restore schools so that children can return to school as soon as possible; restore production, business, and livelihoods for people, grasp the situation and difficulties of the people to solve them.
The Prime Minister also requested to survey and plan safe locations with the scientific opinions of specialized agencies to rebuild and restore Lang Nu village, ensuring that households have safe housing with suitable infrastructure, and must be completed by December 31, 2024 at the latest. Lao Cai province will take the lead in implementing it. If there is anything missing, it will be reported to the Government; apply mechanisms in special cases to handle related issues, such as mobilizing engineering forces to rebuild the village.
"By December 31, all survivors and households must have stable housing, electricity, water, playgrounds, trees... to ensure a safe and healthy living environment," the Prime Minister stated.
The Prime Minister thanked the people for strictly following the instructions and guidance of all levels; thanked the rescue forces for actively carrying out their tasks; and the press and media agencies for actively informing about natural disasters and instructing people on disaster response skills; and requested the Fatherland Front and political organizations to actively participate in taking care of the lives of people in this area.
Meeting with relatives of the families at the scene, the Prime Minister expressed his deep sympathy for the families' pain. The Prime Minister stated that the authorities are focusing and making the greatest effort to search for victims of the flash flood here.
