The formation of an international airport in Ninh Binh province is not included in the Airport System Planning approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023.
According to the Ministry of Construction, Ninh Binh province, after arranging administrative units, is a locality with potential for the air transport market, so the Ministry of Construction supports the policy of researching and supplementing the planning of new airports in Ninh Binh province.
Therefore, to ensure a full basis for supplementing the new airport planning, the Ministry of Construction proposed that competent authorities assign the People's Committee of Ninh Binh province to organize the preparation of a Project to study the possibility of forming an airport in Ninh Binh (hereinafter referred to as the Project) to send to the Ministry of Construction for consideration and report to the Prime Minister.
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that the province is currently speeding up the completion of the Project to submit to the Ministry of Construction according to regulations.
According to the consulting unit reporting, the Project has been fully prepared with contents in accordance with the orientation of the Government and the Ministry of Construction on the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050.

According to Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc, after the merger, Ninh Binh province will have an important strategic position, a transit point for three major economic regions: the Red River Delta, North Central and Central Coast, along with the midland and northern mountainous areas (Northwest region).
The transportation system has roads and waterways to connect neighboring areas, but there are no airports to connect remote areas and connect internationally.
Ninh Binh is one of the localities attracting the most tourists in the country, in addition to being a high-tech industrial center, a cultural, educational center and a potential marine economy.
However, people, tourists, and goods from the province who want to use the airline must travel to Noi Bai International Airport at a fairly long distance, putting great pressure on the transportation system of Hanoi capital and increasing logistics costs, reducing investment attractiveness and attracting tourists.
According to the results of the transportation demand forecast, by 2030, Ninh Binh airport will welcome about 4.5 million passengers, and by 2050, about 10 million passengers. The formation of an airport plays a very important role in promoting the socio-economic development of localities and regions, especially tourism and service sectors. At the same time, it plays an important role in regional defense and security strategies.
"Recently, the province has held a conference to listen to a report on the Project, and at the same time requested the consulting unit to analyze and clarify the feasibility of the Project; supplement some legal bases and content related to national defense; factors for protecting landscape and environment; ensure the maintenance of cultural, religious and belief activities" - Mr. Ngoc said.
Chairman of the Provincial People's Committee Pham Quang Ngoc also emphasized that the choice of airport location must be based on careful comparison, seeking opinions from central ministries and branches and ensuring consistency with the general planning of the province, as well as the national airport planning.
"Currently, the province has not yet finalized the location for the construction of Ninh Binh International Airport. After completion, the Project will be submitted to the Provincial People's Committee and the Provincial Party Committee Standing Committee for consideration" - Mr. Ngoc shared.
According to the plan, Ninh Binh International Airport will have a scale and planning to meet level 4E standards according to the decentralization of the International Civil Aviation Organization, with 2 parallel runways. The total planned area is about 720ha.
The initial designed capacity is about 10 million passengers/year; there is a reserve of land to expand to meet the development needs in the following stages.
