The resolutions passed include: Applying legal documents issued by the Hai Phong City People's Council (old) and Hai Duong Provincial People's Council (old) to the Hai Phong City area after the merger; abolishing legal documents issued by the Hai Phong City People's Council (old) and Hai Duong Provincial People's Council (old); establishing the Hai Phong City Development Investment Fund on the basis of merging the Hai Phong Development Investment Fund and Hai Duong Development Investment Fund.
The People's Council also approved the adjustment and supplementation of the City's Medium-term Public Investment Plan for the period 2021 - 2025; adjustment and supplementation of the City Public Investment Plan for 2025; adjustment of the charter capital of the Hai Phong City Land Development Fund. At the same time, it approved the regulation on the content and level of expenditure for organizing exams, competitions, and contests for general education in the city; regulated policies for developing human resources in the field of semiconductor microchips and artificial intelligence in Hai Phong city in the period of 2025 - 2030; regulated the content, level, time, criteria and subjects entitled to land incentives for science and technology enterprises in the city.
At the meeting, the City People's Council approved the Project to establish the City adventure Investment Fund and stipulated the mechanism for organizing the activities of the adventure Investment Fund, the responsibility for inspection, supervision, and reporting on the implementation results. Along with that, through the policy of land acquisition for exploitation of minerals for filling materials, serving the construction of the Gia Binh International Airport Project and the decision on the policy of converting the purpose of forest use to other purposes to implement the project of exploitation of minerals for filling materials at Hang Ho hill, Tran Nhan Tong ward, serving the construction (land filling) of the Gia Binh International Airport project....
